The Division of Transportation Planning & Management (TPM) seeks an experienced, innovative, visionary, and empathetic candidate to serve as the head of the Traffic Engineering & Planning group. This group is responsible for environmental review and traffic analysis, traffic engineering reviews, and multimodal street planning to improve safety, mobility, and quality of life, including air quality, land use, historic preservation, and other related issues.
The candidate will be responsible for managing staff conducting various transportation studies including traffic delay analysis, field surveys including traffic and crash data, street geometry, parking, one-way studies/conversions, curb-cut applications, guiderail requests, and reviewing environmental studies under CEQR/SEQRA/NEPA processes, as well as conducting federally and locally funded neighborhood studies. The ideal candidate will be well versed in the methodologies for transportation analysis, research in transportation engineering and safety. The candidate will provide direction at an executive level, demonstrate a willingness and readiness to tackle complex challenges, be an influential leader and oversee day to day operational and administrative aspects of the sub-division and other special projects.
The Chief of Traffic Planning will provide day-to-day guidance and oversight, monitoring employee productivity/outcomes and compliance to all policies, rules and regulations; ensuring staff understand their duties and expectations; coach and mentor staff while providing constructive feedback as needed, and ensuring tasks and standards and performance evaluations are prepared in accordance with agency requirements and specified timeframe. The candidate must have the demonstrated ability to work with key stakeholders, determine priorities, with the ability to analyze and communicate complex information effectively. The candidate will contribute to the execution of DOT’s Strategic Plan, the NYC Streets Plan, and mayoral initiatives-vision zero; initiate transportation policy in order to advance business viability within New York City; represent the Department in interagency meetings, stakeholder meetings, and public forums. The candidate will be expected to have demonstrated knowledge and experience managing budgets and grants, creating project schedules, and the ability to prioritize and meet milestones while complying with all cities, state and federal oversight rules and regulations.
TPM is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. The Department of Transportation’s (DOT) mission is to provide for the safe, efficient, and environmentally responsible movement of people and goods in the City of New York and to maintain and enhance the transportation infrastructure crucial to the economic vitality and quality of life of our primary customers, City residents.
1. A baccalaureate degree from an accredited college and four (4) years of full-time experience in city planning, at least eighteen (18) months of which must have been in a managerial capacity; or
2. Education and/or experience which is equivalent to "1" above. However, a baccalaureate degree and eighteen (18) months of managerial experience in city planning is required of all candidates. Graduate work leading to an advance degree in city planning or related field may be substituted for up to two (2) years of the non-managerial experience on a year-for-year basis. Graduation from an accredited United States Law School may be substituted for two (2) years of non-managerial
experience."
Proficiency in HCS, Synchro/SimTraffic, AIMSUN, VISSIM, AutoCAD, ArcGIS, Microsoft Word, Power Point, and Excel, publishing and graphics software strongly preferred, as well as knowledge of traffic engineering, traffic environmental impact studies. Knowledge of Highway Capacity Manual (HCM), MUTCD, the CEQR Technical Manual, AASHTO, etc. Managerial and supervisory experience, and excellent writing, editing, and oral presentation skills preferred. Valid NYS Driver's License required. Experience in innovative public outreach techniques, as well as in briefing executive staff and elected officials. Knowledge of New York City communities, including familiarity with the Community Board system. Prior experience working on coordination of projects with internal and external stakeholders and oversight agencies. Previous experience in grant writing, knowledge of grant project processes both FHWA and FTA, grant compliance and the ability to adhere to established project benchmarks and deliverables. Experience with regional transportation planning.
