*This vacancy is only open to 1) current permanent employees serving in the Administrative Community Relations Specialist civil service title or 2) on leave from the title or 3) permanent employees in or on leave from a comparable title (e.g. Administrative Staff Analyst or Administrative Manager) or 4) employees who are reachable on the Administrative Community Relations Specialist or a comparable civil service list.

Major Responsibilities

- Under direction of the Assistant Commissioner for Community Outreach and Partnership Development, in close coordination with the General Counsel and under the guidance of the First Deputy Commissioner, oversee the Strategic Partnerships Division and the Agency’s management of its licensed non-profit partners, citywide park advocacy groups and other Parks partners.
- Manage a small staff and coordinate communication regarding the management of park partners with divisions across the Parks Department, including Parks Legal, Revenue, Special Events, Marketing and Development, Public Programs and all Borough Maintenance and Operation offices.
- Serve as a central resource to licensed non-profit partners of the Agency and citywide advocacy groups, working to improve the ease of doing business with the City and ensure Parks’ non-profits are supporting the Agency’s strategic priorities. Ensure that goals of licensed partners are clear, quantifiable, and communicated within Parks and to the public.
- Oversee non-profit partner compliance with license agreements, provide clear reporting structures, audit agreements when necessary, and work with Parks’ Legal Office to standardize legal templates, partnership policies and approval processes. Create roadmap to make process more navigable for new partner agreements.
- Provide oversight of Parks' participation on all non-profit boards and coordinate meeting preparation and follow-up for the Commissioner’s board participation.
- Create and implement a clear on-boarding process for Park Administrators, ongoing training opportunities unique to their role and regular forums for sharing best practices.
- Develop strategies for leveraging additional private support and creating new public-private partnerships for parks where they are needed most.
- Help compile required compliance, audits and other reports regarding licensed non-profit and other Parks partners.
- Help convene Citywide Parks Network (CPN) Working Group meetings, to solidify the launch and implementation of this strategic initiative to help support park partners and their work with the City.
- Coordinate work with Law Department/Parks Legal and City Hall to streamline the partner agreement process, helping develop thresholds for agreements including maintenance and operations scope, level of capital investment, and extent of public programming at a park.
- Oversee an agency road show to Parks Divisions of the various types of partner projects and the approval processes that need to be followed to help partner improvements, events, or concessions be brought to fruition: Adopt a Park, FCRC/Concession Process, Event Permit/Insurance, Partner M&O agreement, Management Agreement, etc.

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity; or
2. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and eight years of satisfactory, full-time experience as described in "1" above, at least two years of which must have been in a broad administrative or policy-making capacity with responsibilities as described in "1" above; or
3. Education and/or experience equivalent to "1" or "2" above. Undergraduate education above the high school level may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, at the rate of 30 semester credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 4 years. Graduate education beyond the baccalaureate degree may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, on the basis of 30 graduate credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 2 years. However, all candidates must possess a four-year high school diploma or its educational
equivalent approved by a State’s Department of Education or a recognized accrediting organization and two years of full-time experience in a broad administrative or policy-making capacity with responsibilities as described in "1" above.


Preferred Skills

1. Excellent writing, supervisory, administrative and interpersonal skills. 2. Proficiency in Microsoft Outlook, Word, Excel, PowerPoint and Access. 3. Valid New York State driver license.

Residency in New York City, Nassau, Orange, Rockland, Suffolk, Putnam or Westchester counties required for employees with over two years of city service. New York City residency required within 90 days of hire for all other candidates.
