***In order to be considered for this position, candidate must be serving permanently in the title of Administrative Manager, or be reachable on DOT’s promotional list for Administrative Manager,
Exam #1552, or eligible under the 55a program.***

Reporting directly to the Deputy Commissioner of Human Resources and Facilities Management (HRFM), the Chief of Staff will serve as the main executive support through coordination, collaboration, metrics and reporting analytics throughout the division and agencywide as well as external agency like Office of Management and Budget, Office of Labor Relations, Office of Payroll Administration, and Department of Citywide Administrative Services.
The Chief of Staff duties will include:
- Coordinate and organize high priority projects and to ensure their implementation in a timely matter.
- Prepare sensitive and confidential reports, presentations and provide project updates.
- Schedule meetings, attend assigned meetings, and organize special events.
- Serve in advisory capacity and provide guidance to units and staff members to ensure accurate flow of information between Human Resources and Facilities Management.
- Coordinate and collaborate within HRFM and the following units:

o Deputy Commissioner’s Office
o Personnel, Payroll and Timekeeping
o Training and Development
o Labor Relations
o Facilities Management
o Office of the Advocate
o Occupational Safety and Health
o Drug and Alcohol
o HR Metrics and Analytics

- Supervise Fiscal Officer in Human Resources for the procurement of goods and services with a $1 million dollars including Expense Budget. Review vendor selections and contract preparations for all procurements. Oversee year end Budget Exercises, budget funding and budget modifications. Liaison with ACCO on procurement issue that may arise.
- Oversee Human Resources & Facilities Management Fleet vehicles including Geo Tab alert infractions, Monthly EZ Pass Statements and distribution of yearly Parking Permits.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.

- Strong analytical, presentation, and communications skills - Strong work ethics and attention to details - Extensive knowledge of NYC policies and procedures: Collective Bargaining Agreement, Civil Service, Payroll, Personnel and Time and Leave - Proficiency in MS Access, Excel, Outlook, Word, and OrgChart Software - Proficiency in NYC systems: CHRMS, CityTime, NYCAPS, PMS and PRISE - Knowledge of Procurement Methods, Bid Process, Micro Purchases, and MWBE vendors

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
