The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
Human Resources Administration/Office of the Administrator is recruiting for one (1) Deputy Assistant Commissioner (General Social Services, DOSS), M-IV to function as the Chief of Staff to HRA Administrator. Under the executive direction of the HRA Administrator with wide latitude for independent judgment and decision-making, the Chief of Staff leads in the strategic planning, development and management of discrete projects and complex initiatives concerning the programmatic and broad policy issues impacting HRA. The Chief of Staff is primarily responsible for ensuring that priorities of the HRA Administrator are achieved and works with HRA Chiefs and Department of Social Services executive staff to achieve mission critical goals.
The Chief of Staff to HRA Administrator will be responsible for:
- Working closely with the HRA Administrator in developing, lea ding and executing strategic initiatives,
policies, projects and collaborations, encompassing both internal and external stakeholders.
- Coordinating and facilitating cross-divisional projects; develop recommendations on obtaining
optimum efficiency in the utilization of staff, resources, space and other areas concerning HRA
operations.
- Monitoring and assessing key performance metrics to identify areas of priority focus and action.
- Directing, planning, and monitoring implementation of management and operational controls relative
to HRA programmatic and administrative areas.
- Planning for and managing executive staff meetings including preparation of agendas, prep materials
and presentations.
- Preparing, reviewing, and submitting program area reports for review by the HRA Administrator and
DSS senior leadership.
- Overseeing and managing the flow and exchange of information across HRA program areas and
various functional areas within the Department of Social Services and Department of Homeless
Services.
- Serving as HRA primary liaison on inter/intra-agency meetings, convenings, and working groups
developing partnerships, initiatives and policies as directed.
1. A baccalaureate degree and four (4) years of full-time experience in one or more of the following fields: business or public administration, management, community relations concerning the fiscal and/or functional aspects of a governmental agency, or educational institution, or community or civic organization, or business firm, including a minimum of one (1) year in a responsible supervisory, administrative, managerial or consultative capacity; or
2. Education and/or experience equivalent to “1” above. However all candidates must possess the one (1) year of responsible supervisory administrative or managerial experience as described in “1” above.
- Excellent writing and analytical skills. - Demonstrate superb communication and interpersonal skills. - Ability to work in a fast-paced environment. - Demonstrate organizational skills and the ability to effectively prioritize multiple tasks and meet deadlines. - Ability to efficiently multi-task high-level projects. - Experience managing large complex organizations with multiple divisions. - Knowledge of Agency and Citywide policies and procedures. - Ability to manage relationships throughout the agency, coordinating time and resources according to shifting priorities. - Experience leveraging data and analytics to develop insights and drive decision-making.
