New York City nonprofits engage millions of residents each year in critical programs, from arts and culture to community building to housing, and the sector employs nearly a fifth of all NYC workers. The City contracts and collaborates extensively with nonprofits across all agencies for a range of public services. Recognizing nonprofits’ essential role in the fabric of the City, in late 2021, the City Council passed Int. 1784 to establish a “Mayor’s Office of Not-for-Profit Services.” At the same time, the incoming Adams and Lander Administrations launched the Joint Task Force to Get Nonprofits Paid on Time as a part of the transition process, which released an Action Memo with a set of recommendations in February 2022.

The Mayor’s Office for Nonprofit Services engages with and supports both New York City’s nonprofit sector and City agencies that contract with nonprofit partners. Among its core functions, the Office: serves as a hub to engage and communicate critical information to nonprofits; develops and delivers a capacity-building program to support nonprofits to more easily contract with the City; researches the health of the sector; and coordinates activities to advance the recommendations of the Joint Task Force to Get Nonprofits Paid on Time.

The Mayor’s Office for Nonprofit Services seeks a Chief of Staff to serve as a thought partner and representative for the Executive Director. The Chief of Staff will work closely with the nonprofit sector across all five boroughs, City leadership, and City staff to develop and execute strategic priorities and other high-level and cross-departmental initiatives that impact the nonprofit sector. The ideal candidate will be mission-driven with outstanding people and operational skills, judgment, and strategic insight.

Specific job duties may involve the following:
Leadership and management
- Assist in the standing up of the Mayor’s Office for Nonprofit Services, including hiring staff, launching operations, and running staff meetings.
- Attend select meetings with the Executive Director; represent the Executive Director when their attendance is not required; and ensure that action items from meetings are followed through on.
- Strategize and coordinate with senior leadership on policy issues, programs, and communication plans, central to which are strategies to improve timely payment and equity and inclusion in how the City partners with nonprofits.
- Work with the Executive Director to prepare and run briefings and strategy sessions with the First Deputy Mayor’s office.
- Oversee projects or initiatives that require interdepartmental collaboration, including bringing together leadership and staff and fostering consensus on decisions.

External and intergovernmental affairs
- Assist the Executive Director in partnerships with nonprofit organizations, including through facilitating an Advisory Group of nonprofit leaders.
- Coordinate with the Mayor’s Office of Intergovernmental Affairs to develop State and Federal legislative strategies.
- Work with the Office’s Deputy Directors on public communication and speaking requests, in coordination with the Mayor’s Press Office.
- Work with the Executive Director and First Deputy Mayor on collaborations with the City Council and Comptroller’s Office.
- Liaise with nonprofit organizations, City and State agencies, and other Mayoral Offices and City agencies.


Minimum Qualifications

1. Graduation from an accredited college with a baccalaureate degree; or
2. Graduation from an accredited community college plus two years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities; or
3. A four-year high school diploma or its educational equivalent plus four years of experience as described in “2” above; or
4. A satisfactory equivalent combination of education and experience.


Preferred Skills

The Chief of Staff will demonstrate a combination of the following key personal qualities, attributes, and professional qualifications: - 8+ years of experience, including director-level work, executive support, nonprofit-government relations, and operations in the nonprofit and/or public sectors. - Demonstrated commitment to the nonprofit sector and the Mayor’s Office for Nonprofit Services’ mission and values including a commitment to dismantling systemic inequities and serving communities across New York City. - Deep knowledge of issues relevant to nonprofits and the nuances of the nonprofit sector across New York City. - Expertise in policy and government operations. - Exceptional public speaking and interpersonal skills. - Communications skills and proven ability to navigate complex interpersonal relationships, foster collaboration, and promote morale and culture ability to provide feedback and direction across teams. - Superior organization, project management, and time management skills and excellent attention to detail. - Sound judgment and discretion and ability to manage confidential information.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
