Agency Mission:
The New York City Taxi and Limousine Commission (TLC) licenses and regulates the City’s taxi, for-hire vehicle, commuter van, and paratransit industries to ensure safe, efficient, high-quality transportation service for New Yorkers and visitors. The TLC sets standards for driver and vehicle safety, enforces regulations, and supports a modern, equitable for-hire transportation network that advances public safety, service, and innovation.

Agency Overview:
Created in 1971, TLC is the charter-mandated regulator of yellow medallion taxis, green Boro taxis, black cars, luxury limousines, commuter vans, paratransit vehicles, and
app-based for-hire services in New York City. The agency issues and oversees licenses for drivers, vehicles, and bases; enforces safety, fare, and operational standards; and works to improve service quality, accessibility, and sustainability across the industry. Position Summary:
TLC seeks a highly organized, strategic, and innovative Chief of Staff to join its Executive Office and report to the Commissioner/Chair. The Chief of Staff supports the Chair & Commissioner as a key senior leadership team member, responsible for coordinating policy, operations, and strategic priorities across the agency. The Chief of Staff will work closely with the Commissioner to set strategic direction, advance major initiatives, and ensure execution of agency priorities that support TLC’s mission of safe, equitable, and efficient transportation services. Priority initiatives will include strengthening fairness in industry, protecting workers and consumers, and delivering on regulatory modernization. This role also ensures alignment across divisions, facilitates high-impact decision-making, and enhances internal and external collaboration. The ideal candidate will bring strong communication, program management, and relationship-building skills, along with sound judgment, in a fast-paced public-sector environment.

Key Responsibilities:

Strategic Leadership & Coordination
- The Chief of Staff serves as a strategic partner and principal advisor to the Commissioner, leading special projects and cross-cutting initiatives, and identifying, triaging, and coordinating responses to issues escalated to the Executive Office. Responsibilities include drafting and reviewing memos, briefing materials, presentations, reports, and other executive-level documents that distill complex policy, operational, and regulatory issues; preparing agendas and materials for Commissioner-level meetings; and tracking follow-up actions to ensure timely execution across the organization.
- Partner with the Commissioner and executive staff to establish and track strategic priorities, including enhancing safety, protecting workers and customers, improving service quality, ensuring accessibility, and improving regulatory effectiveness.
- Coordinate across TLC divisions to align work plans and ensure high-quality delivery of regulatory and service outcomes.
- Oversee cross-functional initiatives and priority projects that advance TLC’s mission and regulatory agenda.

Executive Support & Daily Operations
- Facilitate the Commissioner’s daily activities, overseeing support staff, including the Executive Assistant, Deputy Chief of Staff, and other key executive office personnel.
- Organize and prioritize key issues and information to enable efficient, data-informed decision-making at the executive level.

Policy, Communications, and Stakeholder Engagement
- Serve as an advisor to the Commissioner on policy, legislative, operational, and regulatory matters affecting TLC and New York City’s for-hire transportation network.
- Coordinate the development of high-level briefs, speeches, reports, presentations, and responses to internal and external inquiries, as required and in coordination with TLC staff.
- Act as a key liaison with City Hall, City agencies (e.g., DOT, NYPD, DOF), elected officials, industry stakeholders, advocates, and community partners.

Agency Management & Culture
- Support building a positive organizational culture that values transparency, accountability, and public service excellence.
- Ensure the timely and accurate delivery of information to the Commissioner, City Hall, and external stakeholders on critical operational and policy issues.

Oversight of Priority Programs
- Provide oversight and strategic guidance on high-visibility programs (e.g., accessibility expansion, driver-focused initiatives, safety enforcement initiatives like Vision Zero honors, sustainability and emissions reduction efforts, ride-hailing regulation, and driver support programs).

Minimum Qualifications:
Education & Experience
- Bachelor’s degree required; advanced degree in public policy, public administration, transportation, law, or related field preferred.
- Significant management experience in government, transportation regulation, public policy, or related fields.
- Experience leading cross-agency collaboration, complex policy formulation, and strategic planning in high-stakes environments.

Skills & Competencies
- Strong leadership with exceptional strategic thinking and organizational skills.
- Excellent communicator, both orally and in writing; adept at preparing executive-level materials.
- Relationship-driven leader who builds trust with a proven ability to build and sustain partnerships with diverse internal and external stakeholders.
- Track record of managing teams and driving large initiatives to successful outcomes.

Preferred Skills

The preferred candidate should possess the following: A Masters and/or Bachelor degree in urban planning or a related field, a proven record of initiating and managing complex, interdisciplinary projects involving multiple constituents professional experience in program management and policy, the ability to think creatively, embrace new approaches and pioneer innovative solutions to intricate issues advanced skill level of MS Office including Excel, PowerPoint, Access exceptional written and verbal communication skills strong presentation abilities excellent organization, facilitation and customer service skills ability to manage multiple tasks under tight deadlines and the ability to interface with executive level management and give senior level presentations.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
