The Commission works every day to implement the city’s Human Rights Law through enforcement, education, outreach, and engagement. The Commission responds to historic inequity and marginalization while tackling emerging issues. Our work aims to cultivate a city where everyone can live, work, and thrive free from discrimination.

Through public education, outreach, and policy recommendations, the Commission roots out discrimination where it grows. The Commission proactively identifies patterns of discrimination by testing employers, housing providers, and public spaces. The Commissions also uses investigations, litigation, and other enforcement tools to address allegations of discrimination.

As a direct report to the Chair and Commissioner, and a member of the agency’s senior leadership team, the Chief of Staff will have wide latitude for initiative, independent judgment, action, and decision making. The Chief of Staff will work closely with the Commissioner to advance agency priorities by providing strategic guidance and high-level support. They will be responsible for a diverse, wide-ranging, and multi-faceted portfolio touching on various aspects of the agency’s work. Working closely with the Commissioner and Deputy Commissioners, the Chief of Staff will oversee or help coordinate agency-wide programs and special projects, helping to ensure that goals and objectives are met in an organized and efficient manner.

The Chief of Staff is also responsible for developing the agency’s strategic partnerships, public information strategy, information dissemination, and messaging of CCHR’s mission and core values. This role works in collaboration with department heads, City Hall, and sibling agencies to respond to emerging issues, and advise on short and long-term strategies, and ensure that CCHR’s policies and programming align to advance agency goals. This includes working with internal and external stakeholders to develop and maintain agency-wide and issue-specific Strategic Plans consistent with city priorities.

Duties:

- Provide operational support to the Commissioner and other senior leaders to ensure that information flows smoothly, and policy is carried out as intended.
- Work closely with the senior leadership team, providing guidance and recommendations for strategy and policy that enhances coordination and strategic alignment of diverse agency functions.
- Lead project/program manager on specific initiatives across the agency, including the completion of reports required under the HRL or Charter and strategies to advance Commission’s goals and visibility.
- Direct Commission’s internal and external public information efforts maintaining consistent strategic visibility for the Commission through media and strategic relationships/partnerships.
- Develop multilingual materials and campaigns to educate New Yorkers about rights and obligations under the Human Rights Law (HRL), in collaboration with Office of the Chair, Elected Officials, agency stakeholders, and the community. This includes one-pagers, presentations, letters, reports, and other written deliverables including talking points and memos for internal, external, and public audiences.
- In conjunction with the Press Secretary, cultivate relationships with media and external stakeholders to facilitate coverage of agency projects and initiatives, while coordinating and collaborating with City Hall and other sibling agencies.
- Monitor and coordinate progression of CCHR internal and external commitments.
- Facilitate internal and external meetings and follow up on items to ensure alignment with Agency and Administration priorities.
- Represent the Commissioner and CCHR as an agency spokesperson at internal and external meetings, public functions, and outreach events serving as a key contact for media, elected officials, agency stakeholders, and the community.
- Identify critical issues that have public impact and require the attention of senior leadership and manage agency responses.
- Manage Office of the Chair budgets and contracts.
- Supervise staff in the Communications Team and support professional development through assignments and training opportunities.
- Additional Responsibilities as assigned.

ADDITIONAL INFORMATION:
1. The hours and shift for this position are Monday to Friday, 9:00A.M. To 5:00P.M.

2. On occasion, candidates may be required to work evenings and/or weekends to support the duties of the position.

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university, and ten (10) years of satisfactory, full-time, paid experience in a progressively responsible administrative, supervisory or consultative capacity in such areas as social welfare, human relations, community relations or other related fields; or

2. Three (3) to five (5) years of management experience; experience working in a legal office and working with case tracking systems; data analysis experience a plus; fluency in Spanish or Mandarin/Cantonese (or other languages is a plus). Ability to engage with diverse members of the public in a culturally competent manner. However, all candidates must have at least two (2) years of administrative, supervisory, or consultative experience in public relations.

Preferred Skills

- Demonstrated interest public service and matters relating to civil rights, equity, and social justice. - An understanding of the independent role of New York City Commission on Human Rights. - Excellent familiarity with City government, including experience working in or with the senior leadership of a City agency. - Experience with project management, data analysis, assessing performance, and identifying efficiencies. - Strong knowledge of Citywide policies and procedures established by agencies such as DCAS, OMB, OLR, MOCS, OEM, etc. - Excellent oral and written communication skills, including experience with communicating with different audiences in different settings. - Experience in managing multiple stakeholders, including with internal and external executive staff. - Ability to be available as needed during off hours for rapid responses/crisis communications. - A strong understanding of CCHR’s work and the New York City Human Rights Law.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
