HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team:
The Office of the Chief of Staff directly supports the Commissioner in overseeing and leading the agency. The Commissioner except as otherwise provided by law plans, initiates, conducts, supervises, coordinates, reviews, and evaluates City programs and policies relating to carrying out the agency’s mission and the mayor’s housing plan.
Your Impact:
As the Chief of Staff for the Commissioner, you will work in close partnership with the First Deputy Commissioner and the rest of the agency’s senior team to help ensure that the Commissioner’s priorities are successfully operationalized and achieved.
Your Role:
In this role, you will serve as a critical liaison between the agency and City Hall on priority matters and ensure that the Commissioner is apprised of detailed information in all areas of the organization’s operations.
Managing the flow of information, you will also cultivate and maintain positive working relationships with, external stakeholders, including but not limited to, other city agencies, departments and organizations, partners in the private sector and community groups.
As a senior official within the agency, you will be responsible for making sure your office and those of your colleagues in senior leadership are working together and executing on the Commissioner, Deputy Mayor, and Mayor’s initiatives and policy objectives.
Your key responsibilities include:
Agency Strategy and Coordination:
- Driving key strategic initiatives and developing effective solutions for public policy, legislation, and communications.
- Identifying and managing critical issues that have significant public or agency impact and that require the attention of the Commissioner and other senior agency staff.
- Strategizing with senior staff to resolve problems and ensure that priority initiatives are managed efficiently and communicated effectively to relevant internal and external partners.
- Providing guidance to staff on behalf of the Commissioner on major initiatives to ensure effective and timely implementation of projects.
- Creating and sustaining an environment which fosters accountability at all levels in the organization.
Commissioner’s Office Coordination:
- Ensuring the Commissioner has all key information for making informed decisions regarding agency strategies, policies, and practices.
- Managing operations of the Commissioner’s Office, including prioritizing meetings, assisting with meeting and calendar management, meeting and event preparation, and other project management and administrative functions as needed.
Strategic Partnerships:
- Engaging with various external partners, including developers, non-profits, community organizations, and foundations.
- Developing public-private partnerships to achieve the agency’s strategic objectives.
Preferred Skills and Qualifications:
- Master’s degree in public administration, Urban Planning, Public Policy, Law, Business Administration, or a related field.
- A minimum of 7 years of experience in operations, administration, government relations, or related areas, preferably in the public sector, with a minimum of 5 years in a leadership role.
- A high degree of professionalism and discretion, with the ability to maintain complete confidentiality of extremely sensitive, proprietary information.
- Exceptional interpersonal skills, including verbal and written communications, executive staff management, and conflict resolution, with the ability to build relationships and work effectively with diverse stakeholders.
- Demonstrated ability to make sound decisions and balance multiple critical priorities in a high-pressure environment.
- Excellent analytical, organizational, and quantitative skills, including excellent attention to detail.
- Strong collaborator across all levels of management and experience, and with a wide array of internal and external stakeholders.
1) Bachelor’s Degree from an accredited college/university and four years of progressively responsible administrative or consultative experience in a government agency or other large organization. At least one year of this experience must have been at a highly responsible level in the field of housing and urban development, or a related field;or
2) Graduate work in an appropriate field may be substituted for up to two years of the general experience required.
