The Analytics, Performance, and Management Unit (APM) is a team of 25 technical and executive professionals dedicated to modernizing the agency’s data systems. This new position will serve two key functions:
1) Chief of Staff to the Assistant Commissioner of APM and the Executive Director of Data and Analytics
2) Director of Project Management.
The Chief of Staff will report directly to the Assistant Commissioner. This portion of the role will entail high level administrative and operational advisory responsibilities including advising on APM’s priorities, vision, SOPs, KPIs, organizational structure, and personnel actions. Additionally, the selected candidate will play a key role as a senior staff member for the Executive Deputy Commissioner, assisting with special projects, organizational development, process advisement, and workflow streamlining.
The Director of Project Management portion of the role will provide additional management and support of technical projects, programs, and initiatives within each of APM’s three sub-units: Public Data, GIS/Spatial Analytics, and Performance Analytics. Core duties will include:
- Providing direction to junior staff on project scope, priorities, timelines, and meeting and presentation strategies.
- Covering for the Executive Director when appropriate.
The Chief of Staff/Director of Project Management will be directly involved in the following projects and initiatives per the above responsibilities listed:
- Analytics Application Portal Development
- PAR Management System Application
- PAIRS Application
- OSEP Project (311 and ARTS)
- Performance Indicators Platform
- Operational Equity Analytics
- Administrative Data Warehousing and Associated Reporting Tools
- NYC Open Data (DOT’s Execution and Compliance)
The position will also assist the Assistant Commissioner and Executive Director with all administrative and staff planning responsibilities, including mentoring junior staff, career development and advisement, and succession planning for the unit.
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
- Master’s degree in business, administration, human resources or computer science, or a closely related field - A minimum of 7 years of experience in an administrative role withing NYC government - At least 7 years of supervisory experience - At least 5 years of project management experience - Proven experience with executive-level advisement - Expert proficiency in Microsoft Office (Excel, Word, PowerPoint). - Experience with BI tools such as Power BI. - Outstanding communication skills, with the ability to present professionally to executive-level staff.
