Job Description
The New York City Mayor’s Office is responsible for overseeing city services throughout the five boroughs, coordinating public agencies and departments, and managing public property. New York City Mayor Eric Adams is head of the executive branch of New York City's government. Previously, Mayor Adams has served the people of New York City as an NYPD officer, state senator, and Brooklyn borough president. The Mayor’s Office of Civic Engagement (ENG), under the Mayor’s Chief of Staff, is a new office dedicated to building the capacity and transforming the culture of New York City government (the City) to engage and mobilize New Yorkers effectively, inclusively, proactively, and consistently. ENG will engage New Yorkers to build civic power, increase transparency, ensure accountability, enhance public confidence, design, and deliver more effective policies and programs. ENG will also focus on serving communities of color and those most impacted by injustice and inequity. ENG will ensure that the City coordinates community engagement efforts across agencies and mayoral offices, systematically learns from communities, builds the capacity of all city agency outreach and engagement teams, and advances community-driven solutions in close coordination with the primary engagement offices. The primary engagement offices include: the Mayor’s Community Affairs Unit (CAU), the Mayor’s Office of Animal Welfare (MOAW), the Civic Engagement Commission (CEC), the Mayor’s Public Engagement Unit (PEU), and NYC Service.
The Chief of Operations will play a critical role in strategic planning and advancing key priorities and special projects for ENG. Responsibilities include but are not limited to:
-Collaborate with ENG’s executive leadership team (Chief Engagement Officer/Deputy Chief of Staff to the Mayor and Deputy Chief Engagement Officer/Chief of Staff) to define and guide the office’s mission, vision, and communications strategy, ensuring alignment across leadership priorities;
-Set and guide ENG’s long-term strategy by defining multi-year goals and shaping initiatives and programs to drive sustained impact and foster a culture of civic engagement across New York City government and its communities;
-Oversee operational planning and performance management for ENG by guiding the work of the Director of Policy and Program Management and Director of Data and Equity, creating feedback loops from their outputs, and using insights to design workflows, reporting structures, and systems that support efficient program and policy implementation;
-Supervise and support staff by providing strategic direction, performance oversight, and professional development through clear processes and accountability measures;
-Provide strategic communications leadership for the core engagement offices (CAU, CEC, MOAW, NYC Service, PEU) by shaping messaging strategies, ensuring alignment with City Hall priorities, coordinating cross-agency communications efforts, and guiding teams to deliver consistent and impactful public engagement;
-Drive fiscal accountability for ENG by managing budgets, reviewing allocations, and advising the Deputy Chief Engagement Officer/Chief of Staff to ensure responsible and strategic use of resources;
-Establish performance benchmarks for initiatives from the Mayor’s Office of Animal Welfare and Democracy New York City, evaluate progress against these metrics, and support the offices in refining and executing ideas by identifying improvement and recommending strategies to enhancement impact;
-Facilitate executive-level engagement with stakeholders and agency partners, ensuring leadership coordination, timely follow-up, and consensus on citywide projects;
-And produce high-level briefing materials, including papers, presentations, reports, talking points, for key strategic initiatives and executive leadership engagements;

The ideal candidate will meet the following requirements: -You have a baccalaureate degree from an accredited college and four years of satisfactory fulltime experience related to projects and policies required by the position or education and/or experience which is equivalent to the above. -You have strong project management skills and the ability to lead professional development and growth of staff members. -You have the ability to apply strategic and critical thinking and problem-solving skills to complex and dynamic situations. -You have strong written and verbal communication skills with experience in tailoring communication to diverse audiences. -You have experience working with priority populations including NYC Youth, justice-involved New Yorkers, immigrants, and New Yorkers from diverse backgrounds.
