The New York City Taxi and Limousine Commission (TLC) is the City agency responsible for oversight of the for-hire vehicle industries in New York City, which include yellow medallion taxis, green Boro taxis, community car services and livery cars, black car services, luxury limousines, commuter vans and para-transit services. Combined, TLC regulates industries that are responsible for over 800,000 daily trips. Our role is to ensure that each passenger’s riding experience is safe, comfortable and convenient and that TLC drivers are driving safely.
TLC’s Uniformed Services Bureau, made up of the Enforcement Division, Safety & Emissions Division, Administration, Facility Services, Fleet Services, and Support Operations, is responsible for ensuring the safety and compliance of TLC-licensed vehicles and its drivers.
Facility Services is responsible for managing, maintaining and overseeing all TLC facilities and facilities-related operational support services. This includes space planning, security, fire safety, health and safety, the agency storehouse, and mailroom operations.
TLC is seeking an experienced and dynamic leader to serve as Chief of Facility Services. We are committed to excellence, innovation, and sustainability. As the Chief of Facility Services, the selected candidate will play a crucial role in shaping the future of our operations and ensuring that our facilities and services run smoothly and efficiently. This role involves overseeing and managing the strategic and operational aspects of facility management.
Under general supervision of the Deputy Commissioner for Uniformed Services Bureau, key responsibilities include but are not limited to:
- Responsible for the day-to-day operations, maintenance, and repair of all locations
- Supervise, train, and evaluate facility staff
- Ensure that facilities are secure, clean, and maintained in a safe and orderly condition
- Responsible for work assignments and prioritizing projects
- Assist in development of facilities management budgets
- Assist with the purchase of agency supplies and equipment
- Assist with the selection and management of external vendors and contractors
- Plan and coordinate space moves, allocations, and office layouts
- Manage moves, additions, and changes within the facilities
- Lead facility renovations, refurbishments, and construction projects
- Coordinate with architects, engineers, and contractors during construction
- Serve as the point of contact for facility-related issues and requests
- Provide regular updates on facility operations, issues, and projects
- Ensure compliance with building codes and fire safety

HOURS/SHIFT
Day - Due to the necessary duties of this position candidate may be required to be on call and/or work various shifts such as weekends and/or nights/evenings

Preferred Skills
Extensive experience in managing large-scale operations across multiple functions, with at least five years in a senior leadership role. Knowledge of building systems, such as HVAC, plumbing, electrical, and structural components. Knowledge of construction process, materials, codes, and safety requirements. In-depth knowledge of operational service functions, processes and best practices. Strong leadership and people management skills, with the ability to motivate and lead teams effectively. Excellent strategic thinking, problem-solving, and decision-making abilities. Excellent communication and interpersonal skills, ability to collaborate and influence at all levels of the agency, and ability to effectively liaise with contractors, vendors, and regulatory bodies.


Minimum Qualifications

1. Eight years of full-time experience in construction, repair, alteration and/or rehabilitation of multiple dwellings, commercial, industrial or public buildings in the capacity of general contractor, superintendent of construction, procurement specialist, evaluator responsible for cost estimation, or as a field supervisor or as an inspector, at least 18 months of which must have been in a supervisory or administrative capacity involving responsibility for a large number of buildings; or
2. Education and/or experience which is equivalent to "1" above. Education in an accredited college leading toward a baccalaureate degree in engineering, architecture, engineering technology or a closely related field will be accepted on a year-for-year basis up to a maximum of four years. However, all candidates must possess at least 18 months of the specialized supervisory or administrative experience described in "1" above.
