The Engineering Audit division independently manages the timely and cost-effective auditing of vouchers for payment of major capital construction, expense, construction-related services and consultant contracts, contract changes, and oversight of major capital construction projects from initiation to completion as it relates to all auditing functions in order to ensure that the City has received appropriate value for the work performed as mandated by the City Charter, PPB Rules, and Comptroller’s Directives.
Major Responsibilities
- Establish procedures and policies to ensure compliance with the guidelines provided by Comptroller’s Directives and preserve the integrity of the payment process by ensuring that work performed, or goods received are in accordance with contracts and industry standards.
- Oversee the conduct of audits of payment vouchers for construction, expense, construction-related services and consultant contracts.
- Review all audit findings related to payment vouchers and arbitrate disputes between contractors, consultants, and EAO staff, to take into consideration all parties, relevant information, City regulations, and terms and conditions of the contracts.
- Determine a valid basis for change order requests by conducting a comparison and analysis of the request with contract requirements and permissible project scope and reasonableness of proposed costs.
- Provide liaison with the Comptroller’s office on matters relating to construction and consultant contracts, the Agency’s contractual obligations regarding payments and other contractors’ claims. Assist DOI in construction related investigations.
- Advise in conjunction with the Commissioner, the General Counsel, the Assistant Commissioner of Compliance, and other division executives, concerning issues relating to the validity of contractors’ claims and the satisfactory resolution of such matters.
- Examine that contractors are in compliance with New York State (NYS) prevailing wage requirements.
- Assess skills of staff and provide constructive direction to staff for professional development. Perform related managerial duties and all other day-to-day operations of the division.

1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
1. Extensive construction, auditing and municipal experience including billing and contract experience. 2. Working knowledge of applicable regulations and directives of the City of New York. 3. Excellent communication, interpersonal and organizational skills. 4. Proficiency in Microsoft Word, Excel and Access. 5. Ability to handle confidential matters. 6. Valid NYS driver license.
