This vacancy is only open to 1) current permanent employees serving in the Computer Operations Manager civil service title or 2) on leave from the title or 3) permanent employees in or on leave from a comparable title.

The Digital Media division develops and maintains the Parks website, custom content management systems, partner websites and the Agency's email newsletter system. As part of this work, the Digital team is responsible for designing and building custom web applications for high-profile public-facing Mayoral, City Council and Agency projects.

Major Responsibilities
- Under the direction of the Assistant Commissioner for Communications, with wide latitude for initiative, innovation, judgment and leadership, maintain and develop compelling and dynamic web experiences for over 8 million unique visitors to the Parks website each year, as well as critical content management systems used daily by hundreds of staff and partners.
- Manage a staff of web designers, web programmers and content managers.
- Lead efforts within the Digital division to strengthen the agency’s online security posture both internally, and with collaboration with partners at the Mayor’s Office of Technology and Innovation, Cyber Command and Parks Information Technology & Telecommunications (ITT).
- Manage, maintain, and backup multi-tiered server and data infrastructure, including development, staging and production environments.
- Oversee the development and support of web-based software solutions, interactive media, online map solutions, and database integration/optimization.
- Perform project management duties associated with the full-life cycle of application development including human resource allocation planning.
- Research, develop and implement productivity enhancing and cost-saving digital solutions, including participating in drafting Request for Proposals (RFPs), evaluating potential products and services, and sit on vendor selection panels. Follow protocols to acquire necessary approvals to award vendor contracts.
- Manage special projects and initiatives as assigned.

Minimum Qualifications

1. Six (6) years of progressively responsible full-time paid experience supervising or administering computer operations involving a large-scale mainframe, network, or multi-tier computer environment at least 18 months of which shall have been in an administrative, managerial or executive capacity.

2. A baccalaureate degree from an accredited college or university may be substituted for a maximum of two (2) years of general experience described above. In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of general experience described above on the basis of 30 semester credits for six (6) months of experience.

3. A master’s degree in Computer Science, Computer Engineering, Electrical Engineering, Business Administration, Public Administration or Management of Administration may be substituted for a maximum of one (1) year of general experience described above. In the absence of a master's degree, graduate credits in Computer Science, Computer Engineering, Electrical Engineering, Business Administration, Public Administration or Management of Administration may be substituted for a maximum of one (1) year of the general experience on the basis of 30 graduate semester credits for one (1) year of experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, or executive capacity.


Preferred Skills

1. Excellent communication skills and ability to translate information about Parks & Recreation facilities and programs into a user-friendly and dynamic website. 2. Experience in managing large-scale, public-facing websites and software projects from start to finish. 3. Comprehensive experience in successfully applying both agile (Kanban) and waterfall project management professional (PMP) techniques, using industry standard tools, such as Atlassian Jira, Confluence, Trello, Figma, MS365, Project and Visio. 4. Familiarity with administering the following web platforms, services and technologies: Amazon Web Services, including IAM, EC2, RDS, S3, Route53, VPC, ELB, CloudFront, WAF, SES PHP, Smarty, React/Next.js, Scala, MySQL, PostgreSQL, GraphQL, Nginx, Apache, Ubuntu Linux, Email marketing and SMTP mail servers, BrowserStack, Cloudinary, and cybersecurity monitoring and testing tools, including but not limited to Loggly, Sentry, Veracode, Synack, SD Elements, IBM Appscan.
