The Office of the New York City Comptroller serves as the City’s chief fiscal steward, responsible for auditing City agencies, managing pension funds, overseeing contracts, and advancing policy solutions that promote equity, transparency, and effective government. Under Comptroller Mark Levine’s leadership, the Office is focused on strengthening public systems, improving affordability, and delivering effective and equitable outcomes for all New Yorkers.
The Bureau of Public Policy and Organizing advises the Comptroller on public policy issues confronting New York City to build a more just, equitable, and resilient City. Based on the team’s policy analysis, original research, strategic organizing, and engagement of New Yorkers, the Bureau of Public Policy and Organizing develops innovative and data-driven public policy ideas, provides the public with the information needed for transparency on services and operations to make government work better, and organizes initiatives that reflect community voices. The Policy and Organizing team works closely in partnership with other bureaus to advise and support the Comptroller’s office in fulfilling its core duties and responsibilities.
The Chief Housing Officer (CHO) will advance the Comptroller’s agenda, policy and oversight work aimed at solutions for the acute housing crisis in NYC. The CHO will lead the office’s work related to housing development and preservation, tenant protections, and land-use. This role will require a strong understanding of housing finance, housing legislation, and permitting and regulatory structures at the federal, state, and local level. This role will use data-driven oversight and policy development to address long-standing urban challenges while advancing an affordability and pro-housing agenda.
The Chief Housing Officer will be a member of the leadership team and will work closely with colleagues across the Comptroller’s Office including the bureau of assets management, audit, budget, legal, and oversight teams to conduct original research, develop, advise senior staff, and engage and mobilize external stakeholders in support of pro-housing and tenant protection initiatives across the five boroughs.
Responsibilities include, but are not limited to the following:
- Manage cross-bureau projects and coordinate multidisciplinary teams working on complex public-realm issues across the agency and with external partners
- Conduct independent research and analysis using City management, budget, legal, capital, and operational data
- Produce in-depth policy briefs, reports, and memoranda based on original empirical analysis
- Monitor City, State, and federal policy developments affecting housing creation, permitting and financing, land-use, and tenant protections
- Advise senior staff on emerging trends, risks, financing and policy opportunities across housing and tenant issue areas
- Prepare and present findings, recommendations, and proposals to the Comptroller and senior leadership
- Engage community stakeholders, advocates, and technical experts to inform policy development and support inclusive, locally grounded solutions
- Engage diverse stakeholders to promote and execute the Comptroller’s housing agenda
- Perform other related duties as may be required.
QUALIFICATION REQUIREMENTS:
A bachelor’s degree from an accredited college or university and 6-8 years of professional experience in urban planning, housing policy, housing finance, or related policy research and analysis in government, academia, or a public policy or nonprofit organization; or a satisfactory combination of education and experience equivalent to the above. A minimum of 2 years of supervisory experience.
RESEARCH AND LIAISON COORDINAT - 13198
1. A baccalaureate degree from an accredited college with major in accounting, business administration, public relations, city planning, urban renewal, law, or a related field and three (3) years of satisfactory, full-time, responsible experience in housing, education, health services, planning, state-federal-city relations, or community relations involving administration or program development and evaluation; or
2. A satisfactory equivalent.
- Graduate degree in public administration or policy, urban planning, housing finance, or a related field - Demonstrated experience project managing large scale initiative in NYC housing ecosystem to impact change - Demonstrated experience conducting policy research related to transportation, sanitation, public space, infrastructure, or urban planning in New York City or comparable urban contexts - Strong quantitative and qualitative research skills, including experience analyzing public, administrative, or programmatic datasets to inform policy recommendations and oversight activities - Proven ability to produce clear, compelling written products such as policy briefs, reports, or memoranda that translate complex data and regulatory issues into accessible insights for policymakers and non-technical audiences - Experience working collaboratively across teams and with external stakeholders in government, nonprofit, or research settings - Ability to manage multiple projects simultaneously and operate effectively in a fast-paced, collaborative environment - Demonstrated commitment to advancing equitable outcomes and addressing structural drivers of disparities affecting low-income communities and communities of color
