The NYC Department of Design and Construction is seeking a Chief Financial Officer. Reporting directly to the Commissioner and working closely with senior staff, the Chief Financial Officer (CFO) will manage the Finance & Procurement Division and be responsible for the agency’s budget, financial, and procurement functions. The CFO must support all efforts to improve capital project delivery. These efforts include internal process reform and innovation as well as external oversight regulatory reform. The selected candidate will: lead agency budget planning efforts to ensure sufficient funding for personal and other than personal services to support effective agency operations and related coordination with the City Office of Management & Budget (OMB); manage the administration of the agency’s operating budget, including revenue forecasts/collections and review/approval of expenditures in accordance with City policy; ensure that agency Capital Commitment Plan goals are met/exceeded; direct the preparation and implementation of Capital and Expense budgetary adjustments, as necessary; oversee the vendor payment function, including contractor/consultant payments for capital projects and agency accounts payable; and otherwise guide all agency fiscal and budgetary decisions. The selected candidate will also oversee the Agency Chief Contracting Office (ACCO). ACCO procures all professional services and construction contracts for DDC managed capital projects as well as agency support services, equipment, and supplies. In addition, the selected candidate will: perform high level administrative, technical and professional work in directing and supervising a staff of more than 100; assist with the development and implementation of City/departmental goals, objectives, policies and priorities; monitor and evaluate the efficiency and effectiveness of agency and divisional service delivery methods and procedures; assess and monitor workload; analyze administrative and support systems, including IT systems necessary to effectively/efficiently carry out the division’s operations; identify opportunities for improvement, especially changes necessary for the agency to achieve its capital project delivery goals set forth in the agency strategic plan.

ASSOCIATE COMMISSIONER (DDC) - 06986
1. A baccalaureate degree from an accredited college and four years of experience of a nature to qualify for the duties of the position, at least 18 months of which must have been in an administrative, managerial, consultative, or executive capacity or supervising personnel performing activities related to the duties of the position; or
2. A combination of education and/or experience equivalent to “1” above. However, all candidates must have the 18 months of administrative, managerial, executive, consultative or supervisory experience described in "1" above.
Must demonstrate competency and/or history of consistent quality performance in the following areas: Procurement law and construction law project delivery methods such as design-bid-build, design-build, progressive design-build, and CM-Build (CMAR / CMGC) procurement of design professionals and contract administration procurement of construction contracts and contract administration and certified by the Design Build Institute of America or other organizations that provide training and continuing education in procurement law, construction law, and various project delivery tools.
