Chief Financial Officer (CFO) provides executive leadership and oversight of the Financial Management Division. The Division, reporting to the Deputy Commissioner of Finance, is responsible for all agency core financial functions including planning and monitoring the agency budget(s); preparing and monitoring monthly revenue collections and expenditures; processing payments for vendors and employee reimbursements; maintaining agency bank accounts; and monitoring the financial performance by forecasting and reporting. The Division works in close collaboration with oversight agencies including City Hall, the Mayor's Office of Management and Budget (OMB), the Mayor's Office of Contract Services (MOCS), Department of Finance, the City Council, and the City Comptroller.
The essential functions for this role include planning and monitoring of the agency's over $200 million annual operating budget, over $25 million capital budget and over $340 million annual revenue budget; the processing of over $40 million in payments to vendors and intra-agencies; the monitoring of contracted vendors' financial spending through monthly reviews and projections; ensuring the agency receives the maximum revenue collections, and controlling spending through analysis of programmatic and administrative functions. Responsibilities include, but are not limited to, the following:
- Provide strategic vision, oversight, and management of all financial matters for the agency
- Advise the Deputy Commissioner and senior agency management on resource allocation and funding prioritization decisions
- Collaborate with the Deputy Commissioner to develop and implement short- and long-term financial strategies to support the agency's programmatic and administrative priorities
- Provide direct supervision of the Financial Management Division's unit managers who, in turn, provide oversight of all financial matters to the Agency's Bureaus.
- Assess and evaluate the agency's financial performance and its alignment to goals, budgets, and forecasts
- Formulate and implement financial policies and procedures to enable consistent administrative operations and to ensure compliance with all applicable Federal, State, and local laws and regulations
- Direct cost accounting activities for the formulation of fees and fee policies
- Represent the agency with oversight agencies, particularly 0MB, on all financial matters
- Maintain communication with agency leadership; understand operational issues and propose solutions
MINIMUM QUALIFICATION REQUIREMENTS
1. A baccalaureate degree from an accredited college or university and six years of satisfactory full-time professional experience working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or fiscal management, at least two years of which must have been in an executive, managerial, administrative, or supervisory capacity; or
2. Education and/or experience equivalent to “1” above. However, all candidates must have at least 2 years of experience in a supervisory, administrative, managerial, or executive capacity as described in “1” above.

Only permanent Administrative Staff Analysts, applicants who are reachable on the Administrative Staff Analyst open competitive list, and applicants as indicated below will be considered.
Candidates who are permanent in comparable civil service titles may be considered for title change under rule 6.1.9 of the Personnel Rules and Regulations of the City of New York.

ADMINISTRATIVE STAFF ANALYST - 10026
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
5. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
- Ten years of experience in managing public/government budgets and fiscal operations in complex organization(s) with demonstrative management experience directing multiple divisions/units - Proven track record of implementing change resulting in achieving desired goals - Experience using data and analysis to inform decision making and planning - Ability to provide strategic and critical thinking to business operations for financial planning - Excellent written and verbal communication skills - Knowledge/experience with New York City fiscal systems and processes - Experience in cost accounting and auditing
