The Mayor’s Office of Criminal Justice (MOCJ) advises the Mayor of the City of New York on criminal
justice policy. MOCJ develops and implements strategies, with partners inside and outside government,
to reduce crime and incarceration and to promote fairness and legitimacy. MOCJ works with law
enforcement, city agencies, non-profits, foundations, and others to implement data-driven strategies
that address current crime conditions, prevent offending, and build the strong neighborhoods that
ensure enduring safety.
Under the direction of the Director and the First Deputy Director, the Chief Fiscal Officer (CFO) is in charge
of developing and implementing MOCJ’s strategic vision for the office’s operations, budget, contracts and
court capital projects. S/he is responsible for the direct supervision of a staff of professionals. The CFO is
a member of MOCJ’s Executive Team.
Job responsibilities include, but are not limited to:
- Developing MOCJ's operations strategy and vision to fund and implement strategic initiatives
that advance the Mayor’s priorities in criminal justice policy;
- Finalize financial plans, budget reconciliations, modifications and financial certifications reviews.
- Developing innovative, forward-thinking, strategic, operational, staffing, and budgetary plans
leading to implementation of new and existing public safety initiatives and effective partnerships
with the academic, non-profit, and private sectors;
- Working with COO to Monitor the implementation of ongoing operational projects including the
development of fiscal tracking systems and performance indicators to provide timely and reliable
information on the status of agency operations;
- Providing testimony at City Council Hearings on behalf of MOCJ
- Working with the Office of Management and Budget on budget and policy issues affecting the
Mayor's public safety agenda;

1. Do you have a baccalaureate degree from an accredited college or university?
2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities?
3. Do you have a four-year high school diploma, or its educational equivalent approved by a state's Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question "2" above?
4. Do you have a satisfactory combination of education and/or experience equivalent to that described in questions "1," "2," and/or "3" above?
Eight or more years of full-time professional experience in operations, strategic planning, budget management, two years of which must have been in an executive, managerial, administrative, or supervisory capacity - Experience related to criminal justice issues is preferred, but not required - Excellent organizational, time-management skills, including the ability to take initiative, solve problems, balance competing priorities, work independently and with teams in a fast-paced environment, pay close attention to detail, meet deadlines, and work well under pressure - Strong oral and written communication skills, including public speaking, and the proven ability to present the agency’s position in meetings with high level officials and other governmental and private entities - Proven ability to establish and maintain effective working relationships with a wide range of entities from government agencies, other prosecutorial and regulatory bodies, and community organizations and - Effective and creative leadership ability with the capacity to work both independently and cooperatively to manage the office’s budget, implement key strategies, and evaluate new policies.
