Job Description

Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include roadway project planning, roadway design, technical analysis, maintenance of street signs, transit development, freight mobility, and roadway markings. TPM’s Design & Construction (D&C) unit has professional engineering oversight for geometric design elements of NYC roadways. We draw on expertise and talent of Civil Engineers, Urban Designers, Planners, Asset Managers, Inspectors, Administrators, Analysts, and others to evolve and maintain the curb geometry and street plans for all NYC’s 6300+ miles of roads, create and maintain official pavement marking and concrete island plans, and oversee the application and refurbishment of NYC’s 250+ million linear feet of pavement markings (stripes, messages, colored surface treatments for bus/bike/plaza, etc.).

This job would be to serve as the Chief Engineer for NYC DOT’s Transportation Planning and Management (TPM) division. This role is an exciting opportunity for an experienced engineer to be deeply involved in the design and upkeep of New York City’s Streets, both overseeing the Design & Construction (D&C) unit within the division and providing engineering review and expertise on complex issues.

Specific duties would include:
1. Lead & manage D&C & its 80+ staff for TPM, including functions related to developing, reviewing and approving street design plans for NYCDOT & outside entities; implementing markings citywide; designing signs & sign plans for key areas; and other related activities
2. Serve as a NYC DOT and external resource for design & engineering practice that improve street & highway safety, operation, & place-making
3. Improve D&C's quality, efficiency, productivity, timeliness, collaboration, transparency & professional desirability as a workplace by guiding evolution of organization mission, processes, structure, training, reporting, computer automation, & opportunities for growth
4. Support & evolve quality standards & simple access for Legal & Construction of official records for pavement markings, highway signs, and legal justifications of engineering decisions when requested for accurate Work Order packages, FOIL, legislation, and legal cases
5. Manage implementation of markings and other street design changes, including contractor oversight, material specifications evolution, inspection protocols, contract structure, data management, communication for work order management, scoping & payment, traffic control evolution, & work/inspection safety
6. Oversee development of a new Markings Management System technology package, to better coordinate and digitize pavement markings records and work orders
7. Collaborate closely with TPM’s planning units around issues like Vision Zero street safety, expanded pedestrian space, bicycle facilities, bus priority, freight mobility, and other related subjects
8. Provide creative problem solving within the constraint of a heavily regulated space

Preferred Skills
Valid Professional Engineer (PE) license in NY State.
Minimum 10 years of active work as a PE.
Knowledge of key industry standards such as the MUTCD, AASHTO Green Book, and NACTO design guidelines.
Ability to lead a diverse team of both office and field staff.
Problem solving skills, including a desire to work collaboratively on finding solutions to complex problems.

Additional Information
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

Minimum Qualifications

1. A baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
2. A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
3. Education and/or experience equivalent to "1" or "2" above. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) An accredited Master's degree in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Landscape Architect. However, all candidates must have the two years of the administrative, managerial, executive, or supervisory experience as described in "1" above.
