OTI’s External Partnerships division is responsible for fostering and growing relationships with a broad range of city agencies, community-based organizations, and private sector entities to deepen engagement on critical initiatives. Ensuring safe and equitable access to broadband internet service, and the skills and support to use it, is a key priority of the administration. Working cross divisionally and in coordination with the Franchise Administration, the External Partnerships division is focused on advancing the City’s broader digital equity and inclusion goals. In support of those goals, the division oversees the Connected Communities program. Connected Communities is a long-term digital inclusion initiative that provides public access to devices and internet, digital literacy programming, social and technical resources in historically underserved areas for thousands of New Yorkers each year.

The External Partnerships division has an opportunity for an experienced Chief Digital Equity Officer to support efforts to ensure that New Yorkers have the connectivity, resources, and skills they need to successfully participate in an increasingly digital world.

Reporting to the Associate Commissioner of External Partnerships, primary responsibilities will include:
- Support the implementation and management of OTIs existing and planned digital equity programs and initiatives;
- Serve as chairperson of the citywide Digital Equity Working Group, which is tasked with creating greater cooperation for citywide digital equity work across City agencies;
- Lead relationships with a diverse range of stakeholders such as City agencies, private and academic entities, non-profit groups, coalitions, and philanthropic partners;
- Advance the oversight and expansion of OTIs Connected Communities initiative;
- Oversee the agency's annual public computer center inventory data collection efforts, including program evaluation, analysis and presentation to leadership for further investments and
improvements;
- Regular engagement with State and Federal partners regarding digital equity funding opportunities;
- Contribute to ongoing research direction, planning, and analysis of all OTI’s digital equity activities against defined and evolving goals;
- Oversee special projects and assignments, as required.

Hours/Shift
Day - due to the necessary technical duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or nights/evenings.

Minimum Qualifications

1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

4. Education and/or experience which is equivalent to "1", "2", or "3" above.


Preferred Skills

The successful candidate should possess the following: - Grounded in a general understanding of digital equity principles and goals - Well-honed research skills for policy research and analysis - Experience as a facilitator to support qualitative engagements with internal and external stakeholders - Comfort / fluency with data and statistics - Ability to conduct a thorough policy analysis and support prep for executive-level review - Strong collaboration skills - Organizational operations experience - Task/detail oriented, able to work in a self-directed manner
