DCAS Human Capital (HC) is responsible for maintaining the Civil Service system for the City of New York. HC recruits and identifies the best-qualified candidates for City employment, administers Civil Service exams for positions and provides City agencies with a qualified pool of candidates to fill their hiring needs in a manner consistent with the State Constitution, Civil Service Law and laws governing equal employment opportunity. In addition, HC develops and interprets Citywide policies and programs; develops and conducts professional development and employee training programs; and implements the City's provisional reduction/avoidance plan, among other critical functions.

The Bureau of Administrative Services will oversee all internal Human Capital operations, personnel, budget, contracts, administrative services and employee engagement activities. In addition, this bureau will be responsible for optimizing internal processes, managing resources efficiently and supporting the line of services’ overall administrative needs. This bureau will also manage the Unemployment Insurance (UI) unit, which minimizes UI costs, verifies UI claims made by former employees of all mayoral city agencies and a select group of non-mayoral agencies and represents the City at administrative hearings.

The oversight of Citywide programs, including the New York City Blood Program, Salary Continuation Program, Dedicated and Catastrophic Sick Leave Program, Extended Military Benefits Program and the NYC Gives Campaign, the City’s charitable giving program, will also fall under this bureau.

Human Capital is seeking an experienced and highly motivated leader to serve as its Chief Administrative Officer. Under the direction and guidance of the Deputy Commissioner of Human Capital, with general latitude for the exercise of independent judgment and initiative, responsibilities for the Chief Administrative Officer will include but not be limited to the following:

Operations and Budget
- Supporting the Deputy Commissioner in providing strategic vision, oversight, and management of the day-to-day operations of Human Capital and to set and executive short and long-term goals.
- Building and maintaining thorough understanding of all organizational functions to effectively drive and/or support planning and execution of critical initiatives.
- Determining how these need intervention, review, realignment, and potential reset.
- Overseeing all budgetary and contractual matters for Human Capital, including a $30M PS Budget and an OTPS budget totaling over $6M.
- Collaborating closely with the Deputy Commissioner and other executives to maximize use of shared resources and to develop funding requests and saving proposals.
- Overseeing the personnel management for all bureaus in coordination with Human Capital’s HR Business Partners, including the management of interviews, submission of backfill and promotion
packages, submission of onboarding requests, training requests, and related needs.
- Liaising with key stakeholders to ensure timely processing and approval of all requests and providing guidance to bureau leads on organizational structure and design.
- Assessing and evaluating Human Capital’s financial performance and its alignment to goals, budgets, and forecasts.
- Designing actionable metrics to gauge the success of its financial operations.
- Identifying and addressing potential financial risks and opportunities.
- Providing recommendations for cost reductions, process enhancements, and revenue generating activities, when applicable.
- Developing action plans as needed.
- Implementing and ensuring compliance with all internal and citywide financial and operational related policies, procedures, and processes.
- Remaining current on financial and operational best practices and trends as well as state, federal and local laws that directly impact Human Capital and its client base.

Unemployment Insurance (UI)
- Overseeing the Unemployment Insurance unit, which is responsible for minimizing UI costs, verifying UI claims made by former employees of all mayoral city agencies and a select group of non-
mayoral agencies and representing the City at administrative hearings.
- Identifying gaps and opportunities for process improvements and cost savings while monitoring performance metrics.
- Serving as the key advisor on issues relating to UI laws, rules and regulations and administrative procedures.

Citywide Programs and Employee Engagement
- Overseeing the administration of various citywide programs and assisting City agencies in an oversight and audit function.
These programs include the NYC Employee Blood Program, Catastrophic Sick Leave Bank and Dedicated Sick Leave Programs, the Extended Military Benefits Program, and NYC Gives, the
City’s charitable giving program.
- Identifying and managing innovative opportunities to enhance awareness and participation in these programs, which may include hosting agency trainings and information sessions and
overseeing the development of related fact sheets and primers.
- Leading all internal engagement matters, including the development of strategies to break down silos and align the interests of employees and other stakeholders toward common goals.
- Managing efforts to identify areas of improvement in internal service delivery and to foster/operationalize greater transparency, communication, and collaboration.


Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.


Preferred Skills

- In-depth knowledge of NYC government’s rules and regulations. - Experience dealing with budget management and procurement. - Experience or familiarity with NYC Procurement and Sourcing Solutions Portal (PassPort) and the NYC Financial Management System (FMS). - Knowledge of process improvement practices, data analysis and forecasting methods. - Outstanding analytical, critical thinking, organization, and communication skills (written, verbal and visual), including the ability to represent the agency and the Deputy Commissioner of Human Capital at the most senior levels. - Understanding of citywide programs and familiarity with human resource guidance. - Excellent negotiation and conflict resolution skills. - Advanced knowledge of Microsoft Office Suite (SharePoint, Excel, PowerPoint, Word, Project, Teams). - Ability to work on multiple tasks and assignments while maintaining attention to detail, and the ability to be flexible with changing demands. - Ability to work independently and part of a team that may include partners in other departments or agencies. - Excellent customer service, communication, leadership and presentation skills and the ability to interact with staff at all levels. - Experience in project management.

Residency Requirement

New York City residency is generally required within 90 days of appointment.
