Strategic Performance and Innovation (SPI) is the operational and analytical arm within the Office of Citywide Procurement responsible for information systems management, project management, program administration, and budgetary responsibilities, and is the center of innovation working to improve performance, increase efficiency, and realize productivity gains while aligning with citywide strategic goals, overall agency responsibilities, and policy initiatives.

DCAS seeks a Change Agent responsible for supporting the Director of Change Management, and responsibilities will include but not limited to the following:

- Provide Engagement and support to staff for all DCAS projects, systems, and processes, including the DCAS Bureau of Quality Assurance Inspection Application, DCAS Warehouse Management System, and PASSPort.

- Assist agency staff in applying administrative procurement and financial management policies, procedures, and regulations for consistency in interpretation and practice.


- Interpret operating programs, policies, and procedures for community organizations and health and human services agencies through correspondence, presentations, and reports, and coordinate the work of various groups.

- Act as a liaison to City Agencies and City stakeholder groups, including helping with the implementation of Administration policies.


- Make recommendations on policies and procedures.

- Participate in and contribute to various policy initiatives related to the DCAS-OCP, advise the executive management team, and identify risks and issues.


- Support the implementation of IT initiatives through capacity building and user support.

- Work with the policy and technical teams to continually develop the DCAS OCP Bureau of Quality Assurance Inspection Application, DCAS Warehouse Management System (WMS), PASSPort, and other system components, including but not limited to taxonomy, functional requirements, prequalification, solicitation management, contracting, reporting, and financial operations, especially invoicing and payment.


- Provide support through DCAS’ internal help desk system for issues and questions related to DCAS-OCP systems.

- Develop learning curriculum and materials to promote understanding across all DCAS-OCP stakeholder groups.


- Prepare and deliver training and presentations for all agency initiatives to large groups or in one-on-one settings.

- Document business changes to address expected organizational and role impacts, translating findings for communication, training, and change activities to drive behavioral change.
- Analyze partners’ operating, regulatory, and policy environments to inform implementation plans and mitigate risks holistically.

- Structure ongoing stakeholder engagement, collaborating to generate new requirements for systems/process design.


- Develop and measure the effectiveness of change management plans and create documentation to enable efficient decision-making at all agency levels.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.


Preferred Skills

- Experienced in change management activities, including developing training materials, business process flows, and communications. Also skilled in conducting training sessions for large and diverse groups. - Knowledge of software for change management activities, including Microsoft Office Suite (especially Visio), video recording and editing software, and Microsoft Dynamics - Strong knowledge of the City’s Financial / Accounting Management System (FMS), Passport (Procurement System), and/or similar system(s). - Ability to manage multiple complex projects and prioritize. - Capacity to work independently in a fast-paced environment while remaining productive and efficient. - Excellent writing, communication, and research skills

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
