Job Description
APPLICANTS MUST BE PERMANENT IN THE PRINCIPAL ADMINISTRATIVE ASSOCIATE CIVIL SERVICE TITLE.
The Supportive Programs and Initiatives, oversees the unit responsible for the disbursement of Common Benefit Identification Cards (CBIC) to all HRA clients who have available benefits (CA, SNAP, and MA). Common Benefit Identification Cards are the primary vehicle for clients to access Cash Assistance and Supplemental Nutrition Assistance Program (SNAP) benefits which are issued to clients on the CBIC and can be used with participating merchants like a debit card. The CBIC is also used as identification for Medicaid services. EBO, located at 227 Schermerhorn Street in Brooklyn, serves as the centralized location for HRA clients citywide who need permanent cards, card replacements, changes, or restrictions to their Personal Identification Number (PIN), and immediate questions answered about how to access benefits with their CBIC.
Under the direction of the EBT/CBIC Director, the CBIC/EBT Services Office Site Manager, with wide latitude for independent judgement, has direct responsibility for the supervision , performance and personnel management of Principal Administrative Associate II's, CBIC/EBT Services Office Site Assistant Manager and indirectly Principal Administrative Associate I's as Site Supervisors, CAIII's CBIC specialists, assigned to the office providing client identity verification, benefit card production services and EBT related services to Human Resources Administration’s (HRA) Cash Assistance, Supplemental Nutrition Assistance Program (SNAP), and Medicaid clients. The site processes an estimated 1,100 clients in each office daily.
Supportive Programs and Initiatives' CBIC/EBT Services Office Operations unit, is recruiting for one (1) Principal Administrative Associate III, to function as CBIC/EBT Services Office Site Manager, who will:
- Ensure adequate staffing in site to provide timely service daily to meet the needs of the operation.
Keep the Director of CBIC/EBT Service Operations informed of all operational events. Ensure
that the location is adequately supplied with materials for site production and client needs.
Provide staff training to ensure that staff is aware of policies and operational procedures.
- Design, review and/or complete periodic statistical reports, survey logs, PIN assignment, problem
resolution, and card production reports to be submitted to administrative staff.
- Submit and executes recommendations when materials, procedures, policy bulletins need to be
updated/re-issued and/or request staff re-training if directives are not followed. Report to
administrative staff on these matters regarding on-site operation, EBT materials, procedures,
policy bulletins, client and staff training needs.
- Maintain optimum physical work conditions, report all deficiencies to the administrative staff and
take corrective action as may be needed. Work cooperatively with staff from HRA Dept of General
Services (GSS), New York State (NYS) OTDA CBIC contractor, and NYS Office of Temporary and
Disability Assistance (OTDA) to resolve all issues.
- Interface with the on-site contractor, New York State representatives, HRA security and maintenance
staff and various organizational units within HRA to resolve system /card production problems.
- Evaluate staff performance on a periodic basis and recommend areas of improvement as necessary.
Maintain time and leave records for CBIC staff, conducting conferences as needed, to ensure
compliance with agency time and leave rules and regulations.

PRINCIPAL ADMINISTRATIVE ASSOC - 10124
1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
