Job Description
The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
The New York City Bureau of Water Supply seeks to hire an Administrative Project Manager (NM) for a position with the Water Operation North Division, Drinking Water Operations Directorate, located in Shokan, New York. Under administrative direction, of the Deputy Director of Drinking Water Operations North, the Administrative Project Manager (NM) will serve as Catskill Regional Manager.
The Water Operations North Division is responsible for managing all aspects of the operations of the Catskill and Delaware Watersheds. This includes planning, management, operation, maintenance, and stewardship of all NYC water supply infrastructure within these watersheds.
Division leadership is tasked with cultivating a highly capable, well-trained, motivated, and adaptable workforce to meet both current and future operational needs. Additionally, the division supports other DEP units working within its jurisdiction and coordinates with local governments, regulatory bodies, and other stakeholders to promote effective collaboration during both routine and emergency operations.
This position is based in the Catskill Region, which encompasses:
- 2 high-hazard dams
- 8 dikes
- 2 large water supply reservoirs
- 9 intake/release chambers with associated gates and valves (including the Schoharie Gate Shaft and Release Chambers)
- 1 Chemical Treatment Facility
- 35 miles of cut-and-covered aqueduct
- 15 miles of pressure tunnel with related buildings
- 5 siphon systems with associated structures and crossings
- 18 miles of grade tunnel
- 21 administrative buildings and grounds
- Approximately 35 miles of public highway, including 14 highway bridges
- Over 43,000 acres of watershed lands and easements, some of which include small dams and other real property improvements
The Catskill Regional Manager will be responsible for the planning, coordination, and oversight of a major capital project program. This includes determining project costs, developing time estimates, and identifying funding sources related to construction initiatives. They will play a key role in the development, negotiation, and administration of the overall capital budget. The decisions made by individuals in this role directly impact the City’s capital funding priorities and allocations. Specific duties include:
- Leading a regional team of 50+ employees, organized into 8 supervised watershed maintenance crews, responsible for the operations and maintenance of the entire Catskill Region within Drinking Water Operations North.
- Overseeing the operation and maintenance of the division’s water supply facilities, lands, and highways to ensure the continued reliability of New York City’s Water Supply System and compliance with all applicable state and federal regulations.
- Managing procurement and budgeting for essential supplies and services required to support regional operations and ensure adherence to environmental, health, and safety (EH&S) compliance standards.
- Implementing the Division’s Dam Safety Program at the regional level and overseeing the management and maintenance of watershed lands within the region.

Some of the physical activities performed by Administrative Project Manager and environmental conditions experienced are: walking to and from inspection sites and during the course of inspections, climbing and descending ladders or stairs to get to areas to be inspected, standing on scaffolds to inspect work, standing for an extended period of time, bending and stooping during inspections, working in confined areas, distinguishing colors, wearing a hard hat, climbing over and around various objects, walking in areas that may be damp, dark, smoky or acrid, working outdoors in all kinds of weather, must be able to lift about 20 pounds of equipment when required.
Special Working Conditions: Administrative Project Manager may be required to work shifts including nights, Saturdays, Sundays, and holidays.
Preferred Skills:
- Working knowledge of Microsoft Office Suite including Outlook and Word.
- Ability to navigate the Computer Maintenance Management System (CMMS) on a desk/laptop computer and tablet.
- Ability to navigate Citytime; a timekeeping program
- Ability to ensures timely communication with the Deputy Director regarding any emerging issues or concerns.
- Ability to maintain organized work order lists and actively work to minimize backlog.
- Ability to ensure that all work sites remain orderly and safe
- Ability to execute tasks efficiently to support operational goals.
- Ability to complete assignments independently with minimal need for direct supervision.
- Ability to demonstrate strong prioritization skills, adjusting daily tasks and work schedules effectively in response to emergencies.
- Ability to follows the established chain of command and maintains a cooperative working relationship with colleagues and supervisors.

ADMINISTRATIVE PROJECT MANAGER - 8300B
1. A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
2. A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
3. Education and/or experience equivalent to "1" or "2" above. An accredited Master's degree in one of the disciplines described in "1" above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience. However, all candidates must have the two years of the administrative, managerial, executive or supervisory experience as described in "1" above.
