The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Treasury and Payment Services Division is responsible for overseeing all City payment websites, the payment processing of tax returns, property recording forms, parking violation programs, and the collection of delinquent accounts, and oversees the agency’s management of the City’s cash balances and its relationships with banking institutions. Treasury and Payment Services is also responsible for collecting outstanding violations issued by City agencies and adjudicated by the Environmental Control Board.

The Treasury Division is responsible for managing City cash flows of over $135 billion annually, funding approximately $35 billion of City payrolls and over $77 billion of annual vendor payments, securing and managing collateral for over 4,450 City bank account balances, maintaining relationships with 29 City of New York-designated banks, serving as the fiduciary of approximately $195 million in court funds, and providing administrative support to the New York City Banking Commission.

The Court Assets Unit of the Treasury Division holds all cash bail and court-ordered funds in trust until the funds are directed by the courts to be released. The court closes the case and issues a court order to refund the Cash Bail. The Court Assets Unit is charged with locating the sureties to refund the Cash Bail. If a surety cannot be located, the funds will be abandoned to the NYS Office of Unclaimed Funds.

The Court Assets Unit is seeking a Principal Administrative Associate to help process bail refunds to sureties. The position will perform the following duties:

- Court Liaison - act as a bridge between the courts, the Department of Corrections and the Department of Finance. Contact the courts via email for the Cash Bail refund status, update, follow up, and manage the in-house records management system (CATS), and prepare weekly status reports and as well as providing the courts with bail receipts as requested.
- Review and submit the daily check print export file. Review all cases contained in the export file against physical case files for accuracy and completeness.
- Respond to customer service phone inquiries daily from the courts, attorneys, sureties, and the public.
- Assist the public at the Court Assets customer service window at the Manhattan Business Center.
- Complete the stale dated check review. Call sureties to notify of a stale dated check and mails the stale dated letter to the address on file.
- Review cash bail forms (Stop Payment, Change of Address, Bail Assignment and Survivor' Affidavit) for accuracy and completeness.
- Prepare the checks received from the bank for surety pickup.
- Perform backup functions and special projects as needed.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
