Job Description
APPLICANTS MUST BE PERMANENT IN THE ADMINISTATIVE DIRECTOR OF SOCIAL SERVICE CIVIL SERVICE TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE.
The Home Care Services Program (HCSP) is a Medicaid funded program that provides long term care to medically fragile and vulnerable individuals who require assistance with activities of daily living through the Community Alternative Systems Agency (CASA), Managed Long Term Care (MLTC) Program, the Assisted Living Program, Care at Home Program and Homebound Medicaid. The Medicaid Eligibility Unit is responsible for the Medicaid eligibility review and processing of initial applications, change actions, and renewals for all Medicaid funded long term care programs. This unit is responsible for the processing of Medicaid eligibility for consumers who receive services through one of the HCSP programs.
Home Care Services Program (HCSP) is recruiting for one (1) Administrative Director of Social Services NM II, to function as a CASA Director in the CASA North Office, who will:
- Plan, develop, formulate, implement and interpret Federal/State/City regulations affecting the provision of Home Care Services. Ensure that efficient strategies are developed to address/adhere to Federal/State/ City mandates.
- Analyze, monitor and evaluate existing programs and policies relating to medical assistance operations and the provision of home care services to determine effectiveness. Implement new policies and procedures designed to improve the administration and operational efficiency of the CASA field offices, expedite delivery of services, and achieve greater cost-effectiveness/containment practices and savings.
- Maintain liaison and cooperative relationship with various public, private and community agencies concerned with the activities of the CASA field offices, including the New York State Department of Social Services (NYSDSS), hospital social work and discharge planning departments, the Department for the Aging, residential health care facilities (RHCFs), and adult day care facilities.
- Coordinate and monitor implementation of all policies, procedures and guidelines set forth by the Executive Deputy Commissioner, Medical Assistance Program and the Deputy Commissioner, Home Care Services Program and/or the Executive Director, Home Care Services Field Operations that impact the CASA field offices, Medicaid procedures, or training.
- Participate in problem resolution and program development activities with other HRA components including the Family Independence Administration (FIA) and Domestic Violence, the Agency for Childrens' Services (ACS), and Adult Protective Services (APS).
- Evaluate staff productivity to reduce potential deficiencies that affect obtainment of the Programs goals; facilitate programs and strategies, which result in optimum performance and achievement of management goals.
- Represent the Agency at various public and private functions at the request of the Deputy Commissioner, HCSP and/or the Executive Director of HCSP Field Operations in order to establish and maintain cooperation and coordination of services.
- Responsible for the preparation of monthly reports documenting the borough activities and findings for submission to the Deputy Commissioner.
- Oversee implementation of training for personnel.
Salary Range: $ 58,700 - $114,124.

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or
2. Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.
