Under general direction, commands a municipal ferry vessel in compliance with agency standard operating procedures, the Safety Management System (SMS), the Vessel Security Plan (VSP), and applicable local, state, and federal rules and regulations; performs related work.
EXAMPLES OF TYPICAL TASKS:
Commands the operation of and may pilot a ferry vessel underway and at the terminals; is responsible at all times for all navigational safety, as well as the safe docking and operation of the vessel. Ensures that all standing orders and agency standard operating procedures are followed, including pilot house checklists and procedures. Oversees and implements the VSP; trains crew members in: definitions and consequences of marine security (MARSEC) levels; identification of techniques used to circumvent security; and recognition of security breaches. Directs ferry vessel personnel in: the care of the vessel, supplies and equipment; fire and lifeboat drills; steering, propulsion, anchor and abandon ship drills; and SMS and VSP training. Is responsible for the proper embarkation, debarkation, loading and unloading of both passengers and authorized vehicles on a ferry vessel, in accordance with the VSP. Ensures that the vessel is maintained in a clean and sanitary condition at all times, and confirms that all needed repairs have been made. Enforces compliance with applicable local, state and federal rules and regulations. Keeps ship's logs and makes reports.
MMC REQUIREMENT: Merchant Mariner Credential (MMC) with endorsement and medical certificate must be maintained for the duration of employment.
LICENCE AND TRAINING REQUIREMENTS: At the time of appointment to Captain (Ferry):
1. A valid United States Coast Guard License as Master of Steam or Motor Vessels of any gross tons upon oceans, inland or coastwise waters, with an endorsement as First Class Pilot of Steam and Motor Vessels of any gross tons with the following extensions of routes: Upper New York Bay; the East River from the Battery to Execution Rock; the Hudson River from the Battery to the George Washington Bridge; and Kill Van Kull to Mariner's Harbor; and
2. An endorsement as Radar Observer; and
3. A Federal Communications Commission Marine Radio Operator permit (Radio- telephone operator certificate - restricted); and
4. Completion of the Department of Transportation (DOT) on-the-job training course in operating and/or piloting of Staten Island Ferry vessels in accordance with the Safety Management System. Satisfactory completion of this course must be attested to in writing by at least two Captains (Ferry) responsible for training the candidate.
These credentials must be maintained for the duration of employment.
MEDICAL/PHYSICAL REQUIREMENTS: Medical guidelines established by the U.S. Coast Guard apply to the position of Captain (Ferry). Candidates will therefore be required to undergo a medical examination prior to appointment and yearly thereafter pursuant to Coast Guard regulations. Candidates must also pass a drug screening to be appointed. Captains (Ferry) are subject to random drug and alcohol testing during their employment.
TWIC REQUIREMENT: At the time of appointment, candidates must possess a valid Transportation Worker Identification Credential (TWIC) issued by the U.S. Transportation Security Administration (TSA). A valid TWIC must be maintained for the duration of employment.

WORK LOCATION: 1 Bay Street, Staten Island, NY 10301
1. One year of satisfactory service on a municipal ferry or in one or a combination of the titles of Assistant Captain (Ferry) (91504), Mate (Ferry) (91556), or Deckhand (91529); or
2. Six months of satisfactory full-time experience piloting a large ferry or comparable vessel in New York Harbor and/or its contiguous waters.
