The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire an Administrative Engineer (Non Managerial) level I for a position with the Support Services division, within the Drinking Water Operations directorate located in Kingston, New York. The Support Services Division leads, assesses, plans and manages the BWS Dam Safety program, the BWS Job Order Contract Program, the BWS Hydroelectric Plants, the DWO Engineering, Design and Capital Improvements Program and provides Electrician and Surveying operations and maintenance services to support the structural, operational and EHS needs of the Directorate and the Bureau.

Under administrative direction of the Deputy Chief of Engineering Support, with wide latitude for the exercise of independent judgment, initiative and action, the Capital Projects Manager, manages Capital Contracts for JOC’s and the Bureau and performs difficult, responsible and complex work in planning, coordinating and overseeing the construction of capital works, repairs and upgrades to assets in order to support the Bureau in the execution of its mission. Serves as Project Manager responsible for gathering information for estimating, researching construction aspects of proposed jobs and project development. The candidate is proficient with the contracting process/ procedure, field checks during construction, well versed in eGordian computer program (OJT trained), and other applicable engineering work in connection with the Job Order Contract (JOC) Program for the Bureau.

Specific duties include:

- Manages Contracts directs technical project management operations including project planning, budget and scope development and design management for the Bureau.

- Performs difficult, responsible, and complex work in planning, researching, and coordinating the construction of capital works, repairs, and upgrades for Bureau wide assets.

- For projects assigned: completes and/or coordinates research, drawings, and specifications. Significant focus is on preparing construction bid documents for small projects formerly programmed for Job Order Contracts which will now be completed under separate in-house design and competitive bid or build.

- Serves as team leader on Job Order Contracting projects for the BWS Drinking Water and Water Treatment Directorates including assistance with preparation of scopes of work, plans, specifications, and estimates; attends meetings with contractors; performs periodic inspections of projects; and completion of management reports for projects of small to large size of varying complexity.

- Represents the Division and Directorate at project review meetings and serves on related committees in an advisory capacity. Coordinates and inspects construction and installations performed by regional work force.

Minimum Qualifications

1. A valid New York State License as a Professional Engineer.

2. Six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.


Preferred Skills

- Proficiency in Microsoft suite of software to include MS Word, Excel, Outlook, Power-Point, and other standard office programs such as Adobe Acrobat. - Knowledge of database programs and/or computerized maintenance management software. - Working knowledge of AutoCAD. - Ability to learn new software as needed. - Time management, effective communication, organizational and interpersonal skills. - Attention to detail, planning and budgeting. Special Working Conditions: Most of the work is performed in an office setting and/or driving to and from meeting locations and job sites. There are times when the candidate will need to be able to walk up and down steep embankment dams, negotiate ladders and scaffolding, make confined space entries, walk down and up numerous flights of stairs within the dam release chambers, negotiate rough terrain on watershed lands or construction sites and in all kinds of weather and day/nighttime conditions.
