The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.


DYCD’s Capacity Building Office is within the Planning, Program Integration and Evaluation Bureau (PPIE).
The Capacity Building Office:
-Develops the management and organizational capacity of nonprofit organizations so they can
adequately respond to the needs of communities they serve.
-Enhances the quality of programs and services by developing the knowledge and skills of front-line
and supervisory staff at nonprofit organizations.
-Utilizes an approach for supporting nonprofit organizations that includes continuous learning,
evaluation, and adoption of data-driven, decision-making practices.
The Capacity Building Specialist with the Office of Capacity Building and Professional Development
under the direction of its Senior Director, with some latitude for independent judgment, action, and
decision making, will:
-Coordinate professional development opportunities, access to resources, training and information
services, and capacity building for organizations leading programs for youth involved in the criminal
justice system. This Capacity Building Specialist collaborates closely with Mayor’s Office of
Neighborhood Safety (ONS) and DYCD funded providers to bring a high-quality training, coaching, and
other resources to strengthen their ability to deliver services and pursue their mission.
-Collaborate with consultants on organizational assessments and a 3-year capacity building plan.
and oversee plan implementation and CQI refinements.
-Collaborate with DYCD staff and Director of Evaluation to monitor performance and progress towards
programmatic outcomes.
-Coordinate with external resources like the ONS and the Gun Violence Taskforce
-Provide customized support, coaching and coordination of services to strengthen the ability of funded
organizations to deliver high quality services. The Capacity Building specialist acts as the key point of
contact between funded organizations and our capacity building providers. She/he will manage
individual relationships by meeting regularly with funded organizations, answering provider inquiries,
directing phone calls, coordinating support, and more. They must always uphold DYCD’s values and
culture and make providers feel welcomed and valued.
-Develop, collect, and communicate impact of capacity building support by 1) Interpreting data,
analyzing results using statistical techniques, 2) Developing and implementing data analyses, data
collection systems and other strategies that optimize statistical accuracy and quality. 3) Acquiring data
from primary or secondary data sources and maintaining databases
-Assists the Senior Director in the coordinating, planning, and implementation of training and
professional development activities for nonprofit staff of DYCD-funded organizations and DYCD staff.
-Assist consultants in assessing the composition and needs of the communities served and develop
culturally appropriate interventions in response to community needs.
-Leads planning processes with external and internal stakeholders to deploy training and consulting
services responsibly and effectively to funded organizations and nonprofits for the purposes of
improving program quality, organizational functioning, and fiscal management processes.
-Leverages knowledge and experience to create, with the help of contracted consultants, engaging,
appropriate, impactful interventions such as training, consulting, publications, and panel discussions.
-Provides oversight of consultant contracts to ensure they offer well organized, thoughtful, practitionerfocused, evidence-based technical assistance services related to organizational development, fundraising, fiscal management, or other topics as needed.
-Delivers high quality, relevant training using best practices and principles of adult learning and institutional design.
-Oversees administrative, legal, and financial processes to ensure that contracts are registered;
consultants comply with DYCD requirements; and receive timely reimbursement for services delivered.
-Monitors service quality, spending, and compliance
-Develops, monitors and reports on appropriate measurable outcomes.
-Cultivates and supervises partnerships with consultant organizations that can support DYCD's capacity building goals.
-Identifies resources and potential partners, including opportunities for DYCD to contribute to field building.
-Coordinates with DYCD Staff to identify program needs; includes coordination of internal workgroups,
needs assessments, co-facilitation with consultants, sharing research, etc.


Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.


Preferred Skills

-Subject area expertise in organizational development and fiscal management or experience as a senior level executive in a nonprofit organization - Understands instructional learning best practices, principles of adult learning and instructional design -Experience in meeting facilitation, workshop development and implementation or coaching -Experience helping emerging leaders build capabilities to manage their administrative requirements of a nonprofit. -An understanding of culturally competent approaches to organization development -Computer literate with working skills in Microsoft Word and Excel -Excellent communication and people skills ability to multi-task in a challenging environment

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
