Job Description

MUST BE PERMANET IN THE CIVIL SERVICE CLERICAL ASSOCIATE TITLE OR IF YOU ARE HIRED PROVISIONALLY AS A CLERICAL ASSOCIATE, YOU MUST TAKE AND PASS THE CLERICAL ASSOCIATE CIVIL SERVICE EXAM WHEN IT BECOMES AVAILABLE FOR CONTINED EMPLOYMENT.

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

The Office of Fiscal Operations is HRA’s primary payments and accounting office, and the core responsibilities are carried out through the operations of the Bureau of Accounts Payable, Revenue and Reimbursement, and Disbursement & Grant Accounting.

The Finance Office is requesting approval to fill one (1) Clerical Associate III vacancy in the Office of Fiscal Operations. The Clerical Associate III will function as a Vendor Payment Clerk within the Division of Accounts Payable and Reporting (DAPR).

- Receives and logs invoices directed to the Division by outside vendors and HRA program areas.

- Responsible for maintaining accurate records and ensuring that payment requests from vendors of goods and services delivered to HRA are correct.

- Performs data entry functions, using the Financial Management System (FMS), to create payment vouchers in accordance with the NYS Comptroller’s Directives and Financial Information Services Agency (FISA) training materials before forwarding payment packages to an FMS reviewer for further action.

- Reviews vendor invoices to ensure mathematical accuracy, proper authorizing signatures on documents, required documentation is attached and that invoices are valid.

- Ensures that quantities certified as received by HRA program personnel match quantities billed.

- Makes recommendations for disallowances to the supervisor in cases where the quantities do not match.

- Responsible for the data entry of data deposits, payments and vouchers to vendors that render social services to our city’s population and respond to inquiries from staff, management, and vendors to meet the operational goals of the program.

Work Location: 4 World Trade Center

Work Schedule: Monday - Friday 9 am to 5 pm


Minimum Qualifications

Qualification Requirements
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and one year of satisfactory clerical experience.
Skills Requirement
Keyboard familiarity with the ability to type at a minimum of 100 key strokes (20 words) per minute.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
