Job Description

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
DOF’s Customer Operations Division has oversight of the Department of Finance Business Centers, City Register’s Office, and the Land Records, Adjudication, and Collections divisions. Customer Operations is charged with the processing of tax payments, parking violations payments, and all other charges collected by DOF. The division is also responsible for recording property transfers, adjudicating parking and camera violations, and managing the full life cycle of the department’s enforcement activities related to unpaid business and excise taxes, parking fines, and Environmental Control Board summonses.
The Collections Division is responsible for managing the full life cycle of delinquent business tax, parking fines, ECB violations, and property tax accounts. The division aims to proactively notify taxpayers of outstanding obligations, encourage prompt resolution, and apply enforcement actions only when necessary.
The Business Tax Unit is seeking a Business Tax Group Chief to support the resolution of business tax debt and related functions. Reporting to the Computer Systems Manager, the successful candidate will be responsible for the following:
- Act as a point of contact, conduct audits, and financial reviews, for complex business tax cases that are referred by the Audit, Payment Operations, and the Conciliation Bureau.
- Manage staff caseloads that are referred from the Mayor's Office of Contract Services (MOCS), including preparation of affidavits, questionnaires, bills, and Tax Status determinations.
- Assist staff in responding to complex inquiries and disputes from taxpayers or their representatives, including cases involving penalty abatement requests or courtesy conferences.
- Participate in special projects, conduct research using internal systems (e.g., BTS, STARS, PASS), and prepare data-driven reports and summaries.
- Serve as a subject matter expert in the BTCS application, leveraging in-depth knowledge to analyze workflows and provide strategic recommendations for internal process improvements

This position will require employees to have access to Federal Tax Information (FTI) and is subject to an additional background investigation before appointment. The candidate(s) will be required to pass the FTI background investigation as a term and condition of employment.
Note: Department of Finance City Tax Auditors are prohibited from performing any outside tax-related work, and all other non-departmental work must be approved by the agency in advance of starting such employment.
CITY TAX AUDITOR - 40523
1. A baccalaureate degree from an accredited college or university , including or supplemented by 24 semester credits in accounting, with at least one course each in auditing, U.S. taxation, advanced accounting, and cost accounting; or
2. An associate degree or 60 semester credits from an accredited college or university, including or supplemented by 24 semester credits in accounting, with at least one course each in auditing, U.S. taxation, advanced accounting, and cost accounting, and two years of full-time satisfactory tax-related auditing or tax accounting experience; or
3. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and 24 semester credits in accounting from an accredited college, including at least one course each in auditing, U.S. taxation, advanced accounting, and cost accounting, and four years of full-time satisfactory tax related auditing or tax accounting experience; or
4. A satisfactory combination of education and/or experience which is equivalent to "1", "2" or "3" above. Experience may be substituted for college education on the basis of one year of experience for each 30 semester credits. However, all candidates must have at least a four-year high school diploma or its educational equivalent and 24 semester credits in accounting, including at least one course each in auditing, U.S. taxation, advanced accounting and cost accounting.
SPECIAL NOTE:
To be eligible for placement in Assignment Level II, individuals must have, in addition to meeting the minimum requirements, either one year of full-time satisfactory experience in Assignment Level I, or two years of full-time satisfactory tax-related auditing or tax accounting experience.
To be eligible for placement in Assignment Level III, individuals must have, in addition to meeting the minimum requirements, either two years of full-time satisfactory experience in Assignment Level II, or three years of full-time satisfactory tax-related auditing or tax accounting experience.
To be eligible for placement in Assignment Level IV, individuals must have, in addition to meeting the minimum requirements, either one year of full-time satisfactory experience in Assignment Level III, or four years of full-time satisfactory tax-related auditing or tax accounting experience.
-Knowledge of DOF’s business tax processes, including audit procedures and collections. -Familiarity with legacy systems such as BTCS and STARS. -Excellent organizational and analytical skills. -Strong written, verbal, and interpersonal communication abilities. -Ability to review, analyze, and interpret complex financial records. -Proficiency in Microsoft Office Suite. -Ability to manage multiple assignments and work both independently and collaboratively. -Comfortable learning and working within City-specific systems (e.g., PASSPort, etc.).
