The OTI Applications Division is seeking a Business Operations Manager to oversee division operations functions, including Human Resources, Vendor Management, Office Space, and other operational areas.
Responsibilities will include:
- Administer the Applications division’s hiring function, from posting vacancies through recruitment, candidate selection, and onboarding;
- Work with division hiring managers to ensure Personnel Action Requests are complete and timely;
- Liaise with OTI Human Resources to monitor progress of personnel actions; address any questions, issues, or gaps as they arise;
- Maintain accurate and up-to-date division staff rosters and org charts;
- Initiate requisitions for procurements; liaise with Budget and Procurement teams to ensure they progress;
- Maintain an inventory of division contracts and purchase orders; review periodically and work with division owners to initiate renewals at the appropriate points in time;
- Review vendor timesheets and invoices for accuracy and make vendors aware of any issues or discrepancies;
- Process consultant onboarding requests;
- Maintain a complete and accurate roster of all division consultant resources;
- Oversee any division moves to new space, including seating assignments, hardware relocation, etc;
- Assess and facilitate any ad hoc seating or space requests as they arise;
- Field ad hoc requests from division staff, particularly senior managers and Unit Heads, who need assistance in obtaining resources or addressing operational issues;
- Manage special projects and initiatives as assigned.
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
The preferred candidate should possess the following: - Familiarity with government operations, especially HR and procurement processes - Strong organizational skills - Strong written and verbal communication skills - Ability to work well with all levels of the organization, from individual contributors to Deputy Commissioners - Ability to exercise good judgment and discretion when dealing with sensitive and confidential matters - Ability to manage competing priorities under deadline.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
