NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
DOF’s Administration and Planning Division is responsible for managing and overseeing administrative and operational services for the agency. This includes the daily management of the Offices of Financial Management, Purchasing and Contracts, Operational Services, and Diversity and Inclusion.
The Office of Financial Management is responsible for monitoring and controlling the agency’s finances. This includes the development and management of annual expenses and capital budgets, accounts payable, travel requests, and other payments. The division also includes the Assigned Counsel Plan (ACP) Payments Unit, which is responsible for processing payment vouchers for 18-b attorneys and experts.
The Office of Financial Management is seeking a motivated and tech-savvy individual to serve as a Business Data Analyst the Business Systems & Analytics unit. The candidate will report to the Director of Business Systems & Analytics. The ideal candidate for this role is energetic, an analytical thinker, proactive, detail-oriented, an effective communicator, and comfortable with the entire Microsoft Suite with a focus on SharePoint, Power Platform, and Power BI. In addition, they should also enjoy working individually as well as part of a team. The selected candidate will have the opportunity to gain hands-on experience building solid platform automation solutions for our Financial Management Division. This position plays a vital role in enhancing operational efficiency and promoting the adoption of technology within the Financial Management Division.
Duties and responsibilities include:
-Collaborate with different teams to understand their needs and translate them into technical requirements.
-Contribute to the ongoing Workday conversion project, documenting current business processes to be configured in the platform.
-Responsible for E2E (End to End) testing of various processes.
-Assist in the design, development, and implementation of reports and workflows based on business requirements in Workday as well as creating visualizations using Power BI for division managers.
-Maintain various business automation projects using SharePoint and Power Platform (including Power Automate, Power Apps, SharePoint, Power BI, Power Page, etc.)
-Document all processes, prepare technical documentation, and provide training and support to end-users.
-Support the Financial Management office with other special projects as assigned.

ASSOCIATE STAFF ANALYST - 12627
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.
3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.
4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.
5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.
-1 – 5 years of experience in Business Analytics. -Strong organization, writing, communication skills, with a strong vision of the goals. -Experience gathering requirement from project teams and management for their needs. -Experience in building Dashboards and reports using SSRS and Power BI. -Strong SQL skills with experience working with large datasets to generate reports and dashboards. -Broad technology experience in application development, cloud architecture, Relational/NoSQL databases, analytics, machine learning, DevOps, management, and monitoring. -Experience with broad technology delivery, including custom development using various development languages such as C#, Java. -Familiarity with an ERP (Enterprise Resource Planning) system such as Workday, Oracle NetSuite or Microsoft Dynamics is a plus.
