The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Customer Operations Division has oversight of the Department of Finance business centers, City Register’s Office, and the Land Records, Adjudication, and Collections divisions. Customer Operations is charged with the processing of tax payments, parking violations payments, and all other charges collected by DOF. The division is also responsible for recording property transfers, adjudicating parking and camera violations, and managing the full life cycle of the department’s enforcement activities related to unpaid business and excise taxes, parking fines, and Environmental Control Board summonses.
The Deputy Commissioner of Customer Operations is seeking a highly motivated, highly organized, and detail-oriented individual with excellent analytical and communication skills to serve as an Business Analyst in the Customer Operations Division. Reporting to the Deputy Commissioner, the selected candidate will work closely with the division’s Assistant Commissioners, Senior Director and interact with the DOF Executive Staff. This position requires research, analysis, problem solving and critical thinking in a fast-paced environment.
Responsibilities include and are not limited to the following:
- Provide day-to-day oversight and leadership of division projects. Coordinate, track and report on progress.
- Assist with assessing and revising programs and procedures.
- Analyze, document, and make recommendations for improvement to work processes and procedures to meet the divisions and agency goals.
- Perform complex research and data analysis. Use database tools and spreadsheets to analyze data for the purpose of identifying patterns and reporting.
- Lead and participate in meetings, representing the Deputy Commissioner and the division’s objectives.
- Coordinate and administer special projects and other related tasks.
- Support the Deputy Commissioner with the day-to-day operations.

ADMINISTRATIVE STAFF ANALYST ( - 1002D
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
- Strong analytical and organizational skills. - Strong written, verbal, and interpersonal communication skills. - Excellent customer service, communication, leadership and presentation skills and the ability to interact with staff at all levels. - Experience working on multiple tasks and assignments while maintaining attention to details, and the ability to be flexible with changing demands. - Ability to muti-task, prioritize projects and work independently. - Strong problem-solving ability. - Proficiency in Microsoft Office Suite (SharePoint, Excel, PowerPoint, Word, Project, Teams).
