We serve as the population health strategist, and policy, and planning authority for the City of New York, while also having a vast impact on national and international public policy, including programs and services focused on food and nutrition, anti-tobacco support, chronic disease prevention, HIV/AIDS treatment, family and child health, environmental health, mental health, and racial and social justice work, among others.

Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

Program and Job Description:

The nation's leading local health department seeks a Budget Analyst to join its award-winning, innovative technology team in revolutionizing public health IT. The New York City Department of Health and Mental Hygiene (DOHMH) uses the latest technologies and enterprise-wide application solutions in its groundbreaking work to promote and protect New Yorkers' health and improve DOHMH's business operations. The Division of Information Technology aims to align technology solutions with the DOHMH mission by prioritizing resource use and deploying innovations that facilitate the agency's day-to-day activities and enhance staff productivity and efficiency. IT Administration Office's mission is to provide administrative services to the Division of Informatics Information Technology & Telecommunications in the areas of IT contracting and purchasing for software, hardware, maintenance, and professional services; HR-related processing; IT budgeting and monitoring; and IT space planning and management. IT Administration Office is committed to achieving the City's and agency's MWBE goal and compliance, diversifying IT's workforce and reversing racism, improving IT's operational indicators, and achieving a high standard of customer service in order to increase the division's compliance, productivity, and efficiency. We are seeking a detailed Budget Analyst to join our team and provide essential financial supervision for our Information Technology Division. The Budget Analyst will play a key role in monitoring expenditures, ensuring compliance, and facilitating the division's efficient fiscal administration.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Collaborate closely with stakeholders across the Division of Information Technology to develop, analyze, and monitor budgets for various projects and programs. Monitor spending for PS (Personal Services) and OTPS (Other Than Personnel Services) budgets to ensure compliance with budgetary guidelines and regulations.

Review budgets and daily budget modifications for grant and CTL funding, ensuring accuracy and alignment with program objectives.

Research the programmatic implications of proposed policies, identifying potential impacts on contracts, Personnel Services, and Other Than Personnel Services budgets.

Compile Expense and Capital Budget New Need proposals as well as savings/cost reduction proposals (PEG) in preparation for financial plans and other budget exercises.

Prepare comprehensive budget reports, financial presentations, and other documentation for senior management. Assist in the development and implementation of financial strategies that align with the division's goals and objectives.


NOTE: This position may be eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.


Minimum Qualifications

1. A master's degree from an accredited college or university in economics, statistics, finance, management, business administration, public administration, public policy or related field; or

2. A baccalaureate degree from an accredited college or university, including or supplemented by 24 semester credits in one or more of the course areas of economics, statistics,
finance, management, mathematics, business administration, public administration, and public policy, 12 semester credits of which must have been in economics; and one year of satisfactory full-time experience in one or more of the
fields of finance; economic, fiscal or statistical research; policy analysis; or quantitative, business, market or financial analysis. Graduate semester credits in any of the areas described in "1" above may be substituted for the undergraduate
semester credits on the basis that each 3 graduate semester credits may be substituted for 6 of the required undergraduate semester credits.

To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one additional year of full-time experience listed in "2" above.

Preferred Skills

Bachelor's degree in Finance, Accounting, Business Administration, or a related field (Master's degree a plus). Proven experience as a Budget Analyst or similar role, with a strong track record in financial analysis and planning. Proficiency in financial software, Microsoft Excel, and data visualization tools. Excellent analytical, organizational, and problem-solving skills. Strong communication abilities to effectively convey complex financial concepts to diverse audiences. Ability to work independently, meet deadlines, and manage priorities in a dynamic environment. Experience in technology-related industries is a plus.

Residency Requirement

New York City residency is generally required within 90 days of appointment.
