The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
The Capital Budget Management Office (CBMO) is responsible for managing the Agency’s Capital Budget; preparing budget and financial analyses and reports; and coordinating the Agency’s budget and financial matters with the Mayor’s Office of Management and Budget (OMB) and other oversight and partner agencies.
The Fixed Assets Unit is seeking to hire a Budget Analyst who, under general supervision, will be responsible for performing professional work of varying degrees of difficulty in the preparation of the Department’s Capital Commitment Plan.
The selected candidate will be expected to:
- Prepare costing of linear projects using the capital payment details with total costs to date.
- Review and prepare fixed asset entries and closing procedures for linear projects (below ground sewer and water) received from BWSO and agency DDC for interface processing in the Financial Management System (FMS).
- Review data information provided by the responsible bureaus and agency to ensure the data are in compliance with the Fixed Asset Unit data collection requirement. Archive and organize fixed asset data electronically.
- Utilize research skills to investigate issues and provide recommendations or solutions.
- Perform due diligence during the data review to achieve fixed asset data integrity, i.e. compare the reported balance by the bureaus against FMS amount.
- Determine capital eligibility of BWT Job Order Contracts scope of work and inform eligibility decisions to the bureau.
- Ensure the accuracy of the fixed asset data and reconcile the reported value with FMS.
- Prepare ad-hoc reports using FMS and FATS data or various data sources.
- Efficiently utilize FMS and other computer applications including Microsoft Excel and Microsoft Word to generate reports or memorandums.
- Demonstrate understanding of the two accounting directives
- Demonstrate understanding of the workflow of the fixed assets and their relationship to capital contracts.
- Demonstrate and impart knowledge of the City’s Fixed Asset Policies and Procedures.
- Maintain accurate record keeping.

Minimum Qualifications
A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or
A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.
An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.
A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.
Preferred Skills
- The selected candidate must have knowledge of MS Office in a PC Windows-based environment, including advanced knowledge of Excel, Word, Access and PowerPoint - Working knowledge of the city’s Financial Management System (FMS 2 & 3). - The ability to collect and analyze relevant data on spreadsheets. - Effective communication and organization skills.
