Job Description

The Shelter and Support Program Budget Office is responsible for managing the Agency’s Human Service Contract expense budgets. It is comprised of 4 units, Adult Services, Family Services, Street Homeless Solutions and Special Projects. The Adult, Family and Street Homeless Solutions units manage the Agency’s funding for organizations that provide transitional housing to single adults, families with children, and adult families. The outreach, safe haven and drop-in center budgets are also managed through this office.

The Department of Homeless Services is recruiting for one (1) Associate Staff Analyst to function as a Budget Analyst , who will:
- Compare fiscal, budgetary, statistical, and other types of data against control and/or reference documents to identify variances or to find discrepancies for correction.

- Collect and analyze statistical and other quantitative data using standard techniques to produce summary descriptive and/or projective results appropriate for agency decision making.

- Be responsible for the management of the portfolio of new capacity for budgetary contracts.

- Assist human service providers with budget submissions through the HHS Accelerator, PASSPort, SMS, and New Needs systems.

- Complete Form 5s and other fiscal documents used to administer the budget, new needs, and other agency budget functions.

- Complete any additional assignments, as necessary.


Minimum Qualifications

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.


Preferred Skills

- Strong interpersonal skills and ability to work with varied teams and personalities. - Excellent written and verbal communication. - Financial Experience with a strong technical background. - Expert lever experience with Microsoft Office Suite Programs. - Familiarity with HHS Accelerator, FMS, SMS, and Passport preferred.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
