The New York City Department of Youth and Community Development (DYCD) supports youth and community services through contracts with a broad network of community-based organizations throughout New York City. Our central task is administering available city, state, and federal funds to a wide range of innovative, practical, and quality programs that positively impact youth and communities. DYCD is seeking to hire a budget analyst in the Financial Management Division.

The analyst will be primarily responsible for BEACON and CORNERSTONE portfolios.
To better support and manage these growing portfolios, the analyst will ensure tracking contract spending, monitoring budget and expenses, and providing analyses on programmatic and budgetary issues.
Also, the analyst will be responsible for providing programmatic staff with oversight and technical assistance with funding and budgeting.
Under the supervision of the director of Youth and Admin budget, the ideal candidate will possess excellent analytical, critical thinking skills, be highly motivated and a results-oriented individual. Duties will include but not limited to the following:
- Manages the budget of BEACON and CORNERSTONE portfolios and conduct budget, program, and expense analysis for the portfolio.
- Prepares for monthly expenditure reports to review at quarterly meetings and prepares budget modifications as needed
. - Prepare and present analytical reports on related programmatic and budgetary issues.
- Prepares for all revenue claims and submit timely invoices by working with program staff in order to ensure that the State revenues are maximized.
- Review agency operations and performance in these areas and develop, monitor and review cost reduction programs
- Analyze variances and report findings to upper-level management along with recommended changes.
- Prepare other technical analysis as requested by upper level management. Also acts as budget support specialist within the department, liaison with the Office of Management and Budget, and Comptroller’s Office


Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
