Under the direction of the Director of Operations, the selected candidates will be assigned to Staten Island and required to direct and coordinate borough-wide Highway Inspection & Quality Control Program pertaining to street openings and restorations, utility complaints, private plumbers, building operations/developers, roadway defects, canopies, general complaints/customer service, and proper restoration of curbs, roadway and sidewalk areas; supervise, train, and evaluate Deputy Borough Coordinator (s), the Field Training Staff Inspector, and Office Manager; serve as an inter-governmental liaison, representing the borough and the Department, responding to email and priority complaints from the Commissioner’s Office, Mayor’s Office, the media, general public and other city agencies, by conducting inquiries and inspections in response to serious public complaints and other significant problems, recommending solutions to the Assistant Commissioner of HIQA. S/he will be responsible for responding on a 24-hour basis to operational emergencies; evaluate operational methods and initiate specific programmatic changes to ensure that mandated borough targets are met; coordinate roadway coring, followed by re-excavations in accordance with “Take Back The Streets Initiative”; assisting with the formulation of unit policies and procedures; coordinate with Highway Operations/ Maintenance and the appropriate Borough Commissioner’s office concerning Capital Programs and Legal Notice of Construction work. Assist with training classes for all HIQA Inspectors city-wide; assist in the review/modification of existing rules and regulations. The Borough Coordinator has to ensure that 311 & ARTS complaints are answered promptly and accurately; prepare critical reports; respond in a professional and timely manner to operational and administrative requests, including special projects/assignments, from HIQA’s Administrative/Executive Staff; provides for the availability of emergency services related to departmental operations, and coordinates these services with other jurisdictions in the event of disasters; participate in the interviewing process to hire new employees; represent the borough at field and office meetings; attend workshops, training classes, and conferences. HIQA has a 24/7 operation and the selected candidates may be required to work nights or weekends as part of their regular shift.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and five years of full-time experience, with a public or private organization, in inspection, maintenance, construction or engineering work related to the work of a large scale highway system; at least 18 months of which must have been in an administrative, managerial or executive capacity or supervising a staff engaged in performing the above type of work; or

2. A valid New York State Professional Engineer's License and 18 months of supervisory, administrative, managerial or executive experience in civil engineering work related to highway construction or maintenance; or

3. A four year high school diploma or its educational equivalent and nine years of the experience described in "1" above; at least 18 months of supervisory, administrative, managerial or executive experience as described in "1" above; or

4. Education and/or experience equivalent to "1", "2" or "3" above and at least 18 months of supervisory, administrative, managerial or executive experience as described in "1" above.


Preferred Skills

Candidate should possess a strong field operational/administrative background, excellent communication, organization and writing skills, and experience working with technical and non-technical staff. Preference will be given to candidate with intermediate to advanced computer skills (Microsoft Word, Outlook, & Excel) and strong knowledge of HIQA’s DASH System, & NYCSTREETS. Preference will be given to candidate who possess a driver's license valid in the State of New York.
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
