The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). DSS is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
The Office of Contracts (OC) is part of DSS Office of Legal Affairs, under the direction of the DSS General Counsel. The Office of Contracts headed by the Agency Chief Contracting Officer (ACCO), oversees the procurement functions for the Agency. The office is responsible for procuring both client services as well as a wide range of goods and non-client services for the Agency. OC ensures that the Agency's contracts are procured in compliance with the New York City Charter and the City's Procurement Policy Board (PPB) Rules as well as the Mayor's Office of Contracts (MOCS) and the Office of Management and Budget (OMB) guidelines. OC assists DSS-HRA-DHS's program areas by supporting their procurement efforts and by providing technical assistance and training as needed. In addition, OC is the procurement lead on most programmatic priorities of the Deputy Mayor for Health and Human Services, which is treated as a program area in the OC portfolio. OC fulfills its goals and the Agency's mission by functioning as a central liaison between the Agency's program areas, which monitor and evaluate the services provided by the vendors, and the various City oversight offices, i.e., MOCS, OMB, and the City's Comptroller, charged with registering the Agency contracts.
Under the direction of the Deputy Director of the Bid Administration and Purchasing Units, in the Procurement Implementation Division/ Non-Human Services, the Bid Administration Supervisor is responsible for overseeing and managing the day-to-day operations of the unit. The Bid Administration Supervisor is responsible for preparation of bid package distributions/ exchanges and responding to inquiries from vendors, DSS-HRA-DHS Program representatives and other procurement staff, and other critical details of the bidding process, including the accuracy of bidder's lists in Buywise, a computerize automated system that monitors vendor responsiveness on city contracts.
- Oversee the assignment of contract portfolio and workflow of the Bid Administration Unit to Senior Bid Officers, ensuring the accurate and timely completely of the bidding process for all requested goods and services. Ensures the integrity of the bidding process and timely processing within prescribed deadlines and according to the City’s Procurement Policy Board (PPB) Rules, providing on-going status updates to oversights and internal parties.
- Asses and immediately address any outstanding problems and/or issues that could delay the completion or full execution of the bidding process for needed goods and services, ensuring these are resolved quickly and cooperatively.
- Provide training to incoming and, as needed, to existing Senior Bid Officers on the policies and procedures of the bidding process. Supervise the distribution of numerous, frequent updates and revision to rules, regulations, legislations and charter guidelines, such as PPB, Federal and State Local Laws, and City Charter. Assist and advise the Director and Deputy Director on these updates by providing a concise interpretation and analysis of the impact.
- Monitor the City Bidder’s List ensuring that information populate by PASSPort are accurate. Calls vendors at random from bid lists to ensure that vendor’s address or phone number are up-to-date. Utilizes internet to obtain vendor list from Small Business Services (SBS) database
- Coordinate and conducts pre-bid conferences and bid openings. Monitors the need for any addendum to a contract and prepares summary memos to Director of the Bid Administration and Purchasing Units and the Deputy Agency Chief Contracting Officer (DACCO) of the Procurement Implementation Division/ Non-Human Services, outlining events of conference.
- Review and monitor file folders for each vendor to ensure that yearly insurance information is recorded appropriately.
- Analyze vendor reports from the PASSPort to determine rationale for lack of vendor participation in competitive solicitations. Address any discrepancies found.
- Review small purchase contract bid packages for completeness.
- Conducts regular staff meetings to set priorities, develop goals, monitor projects, status, and identify potential problems.
- Assist with special projects as needed.
1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.
- Communication skills, including the ability to clearly relay information and policy to a variety of audiences (including community -based organizations and interagency staff). - Ability to make data driven recommendations to management. - Time management and the ability to prioritize while working on multiple projects simultaneously. - Capability to work under pressure with restrictive deadlines, in a fast-paced environment, with the ability to elicit the same from subordinate staff. - Superior analytical abilities and research skills. - Knowledge of the Procurement Sourcing Solutions Portal (PASSPort), Procurement Policy Board (PPB) Rules and the NYC Charter as it relates to the oversight approval process. - Strong interpersonal skills which allow for effective direct communications with DSS-HRA-DHS officials, agency staff, and oversight agencies to which the office relates. - Problem anticipation, prevention, and resolution. - Excellent writing and computer skills.
