Job Description

Human Resources Solutions (HRS) support the human resources needs of the Department of Social Services, the Human Resources Administration, and the Department of Homeless Services through strategic partnership and collaboration, with the goal of creating an inclusive, motivated, and client centered workforce.
Under general supervision, with latitude for independent initiative judgement, the Benefits Analyst provides essential support to the Executive Director of the Office of Benefits Administration. The role focuses on assisting the Office of Benefits Administration in managing agency-wide resignation and retirement processes. The analyst determines retirement eligibility for employees, facilitates transitions, and serves as a central liaison among internal units, including Employee Benefits, Leave of Absence, Intermittent Leave, and the Workers’ Compensation Unit. The Benefits analyst also coordinates with external agencies such as the New York City Employees' Retirement System (NYCERS) and the Office of Labor Relations (OLR) to ensure accurate, timely, and compliant delivery of benefits services.
HRS Office of Benefits Administration is recruiting for one (1) Staff Analyst II to function as a Benefits Analyst who will:
- Liaison with key external partners such as NYCERS, OLR, unions, Office of Legal Affairs, and Payroll Administration, to facilitate agency-wide retirement and resignation processes, including pension coordination, benefit cessation, and compliance with civil service policies.
- Route E-Form and vet eligibility for agency’s retirees. Schedule retirement and resignation consultations and prepare analytical summaries on unit productivity and operational performance.
- Assist ED with coordinating the tasks and auditing outputs of support staff responsible for reviewing retirement eligibility. Comprise of verifying documentation, evaluating case completeness and accuracy.
- Assist ED with putting unit’s Standard Operating Procedures (SOPs) that align with agency policies and civil service law, ensuring staff are informed of policy changes and compliance standards.
- Assist with monitoring employee separation case logs to ensure accurate data is shared with NYCAPS and NYCERS, and that all required documentation is process and collect in accordance with compliance protocol.
- Serve as the direct assistant to the Executive Benefits Director, managing scheduling needs, facilitating inter-unit communication.
- Provide technical assistance and troubleshoot with completing benefits requests for staff.

A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or
A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.
An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.
A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.
- Strong analytical, communication, and problem-solving skills, with experience managing leave of absence, workers’ compensation, retirement, and resignation cases. - Excellent organizational skills, with the ability to meet tight deadlines and handle multiple priorities. - Knowledge of employee benefits regulations, including federal, state, and local laws related to retirement, workers’ compensation, and leave of absence. - Ability to work independently and in team settings, fostering collaboration and efficiency. - Ability to implement operational processes and policies. - Advanced proficiency in Microsoft Excel, Access, Word, and PowerPoint. - Familiarity with PMS, Dashboard, and CityTime systems and tools for tracking case statuses, trends, and key performance indicators (KPIs). - Decision-making skills, with the ability to provide clear and actionable recommendations for process improvements.
