The Bureau of Internal Vendor Audits (BIVA) performs audits, reviews, and analyses to: (1) determine the adequacy of the Agency’s internal controls, (2) evaluate the Agency’s compliance with relevant laws, rules, and regulations, (3) determine the economy, efficiency and effectiveness of the Agency’s processes, and (4) assess the accuracy, validity and integrity of information provided to management. These audits identify issues and the Agency’s exposure to risks. BIVA assists the Agency in developing creative solutions and corrective actions to address identified issues and risks. BIVA conducts internal audits and monitors contracted audits to various CPA firms engaged through the Mayor’s Office of Contract Services.
DHS Audit Services (DHSAS) is primarily responsible for the procurement and tracking of DHS vendor audits which are performed by contracted auditors. They ensure that public monies are spent as intended and in accordance to the contract, Agency rules and regulations, and in conformance with established accounting procedures. Additionally, DHSAS ensures that providers comply with applicable rules and regulations and that the entity’s internal controls are functioning as intended.
Under the direction of the Executive Director, with wide latitude for the exercise of independent judgement, the Audit Investigator is responsible for conducting preliminary investigative reviews, based on results of audits, DOI or press inquiries or concerns from the ACCO’s office to determine if there are inappropriate relationships and/or spending by providers and will make recommendations as to whether a contracted forensic audit is needed. The Audit Investigator will also review the results of forensic audits for the ACCO, Vendor Management Standing Committee (VMSC) and Contract Monitoring Unit, giving the results of these reviews to same. In addition, the Investigative Auditor will conduct audits at the direction of the Executive Director
The Office of Audit Services is recruiting for (1) Admin Management Auditor NM I to function as an Audit Investigator who will:
- Conduct preliminary background checks, based on referrals from ACCO, VMSC, the Contract Monitoring Office or Audit Services, on problems identified or reported of contracted Providers.
- Use investigative systems such as Accurint and/or Lexus Nexus to conduct preliminary investigations and to determine if a forensic audit is warranted.
- Draft results of preliminary investigations to determine if a contracted forensic audit is needed, making recommendations of same to the ACCO’s office.
- Upon completion of contracted forensic audits, draft a review of the results to be submitted to the ACCO’s office, VMSC and the Contract Monitoring Office.
- Conduct audits, based on requests that come into the Executive Director
1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in accounting, including one course each in advanced accounting, auditing and cost accounting and five years of full-time experience in management auditing, EDP auditing, financial accounting and/or financial auditing, at least 18 months of which must have been in an administrative, managerial or executive capacity or in the supervision of several teams of auditors; or
2. A valid Certified Public Accountant License or a certificate as a Certified Internal Auditor and four years of full-time experience as indicated in "1" above, at least 18 months of which must have been in an administrative, managerial or executive capacity or in the supervision of several teams of auditors.
- 24 accounting credits from an accredited institution. - Certification in forensic accounting. - Excellent written and verbal skills - Familiarity with Accurint and Lexus Nexus - Working knowledge of Excel.
