Job Description

The New York City Department of Sanitation (DSNY) keeps New York City healthy, safe, and clean by collecting, recycling, and disposing of waste, cleaning City streets and vacant lots, and clearing snow and ice. DSNY is the nation's largest municipal sanitation agency, with nearly 10,000 employees, 59 district garages, and a fleet of more than 5,000 trucks, cars, and other types of equipment. The Department clears litter, snow, and ice from approximately 6,500 miles of City streets and removes debris from vacant lots as well as abandoned vehicles from City streets. Under Local Law 199 of 2019, the Department of Sanitation is required to implement a program known as Commercial Waste Zones (CWZ), which transfers the regulation of private waste haulers to the Department of Sanitation.

The New York City Department of Sanitation (the Department) is seeking one Audit and Compliance Analyst to join the Bureau of Commercial Waste (Bureau). Under the direction of the Manager of Audits and Compliance, the successful candidate will conduct audits and other reviews related to the Department’s Commercial Waste Zone program. When warranted, site visits may be required.

Responsibilities of the position include, but are not limited to, the following:
- Assess the auditee’s compliance with Commercial Waste Carter contract terms, laws, rules, and regulations;
- Participate in the conduct of surveys and other research activities for audits, reviews or special projects;
- Develop and complete plans detailing procedures to meet audit objectives timely;
- Prepare workpapers for audits and special projects, including spreadsheets, interview write-ups, memos, letters, and reports that reflect audit activities and findings;
- Collaborate with other units in the Bureau to ensure operations are conducted in a professional manner;
- Assist the Audit Supervisor in developing and following-up on corrective action plans and preparing periodic audit status updates; and,
- Perform related work as directed.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.

- Excellent organizational, analytical, and writing skills. - Attention to detail ability to develop accurate written materials and ensure consistent messaging in all communications. - Excellent ability to communicate clearly and effectively in-person, by telephone, and through written correspondence able to tailor complex messages to diverse audiences. - Strong proficiency in word-processing, spreadsheet, and database applications, including Microsoft Office Suite, Word, Excel and PowerPoint. - Experience working with program metrics, ability to interpret data, come to accurate conclusions, and communicate conclusions to a wide variety of audiences. Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
