Job Description

Under the direction of the General Counsel, the Office of Legal Affairs (OLA) provides legal counsel, litigation, contract and employment law services to DSS, HRA, and DHS’s administrative and program areas to ensure the delivery of social services consistent with the federal, state and local laws and regulations. The Commercial Law Division is responsible for drafting contracts and memorandums of understanding for goods and services for all the agency’s program areas including those concerning homelessness and employment opportunities.

The Commercial Law Division of the Office of Legal Affairs handles the large volume of transactional legal work for the Human Resources Administration and the Department of Homeless Services under the New York City Department of Social Services. The Division is currently responsible for counseling, preparation of legal documents, including contracts and opinions of law, and special projects in all areas of Commercial, Real Estate Acquisitions and Maintenance, Construction, Land Use and Environmental, Financial (including insurance, securities, and Federal funding), and Corporate Law. In addition, this Division is involved in transactions entered into between the Agency and other City agencies. Under close supervision of a Supervising or Senior Attorney, with some latitude for independent judgment and un-reviewed action and decision.

The Office of the General Counsel /Office of Legal Affairs is recruiting for two Agency Attorney Internes to function as Attorney Internes in the Commercial Law Division, who will perform legal work, including the following:

- Assist with drafting and reviewing legal documents: contracts, memoranda of understanding (MOUs), leases, assignments, software licenses, data share agreements, confidentiality agreements, bid books, memoranda of law, and other legal papers.

- Assist with providing legal assistance to DSS/HRA/DHS program areas by researching applicable statutes, case 1aw or other material to resolve legal questions or problems, interpreting the intent and legal ramifications of laws, rules and regulations related to the delivery of services.

- May be required to assist Law Department attorneys in document production for litigation purposes.

- Perform other related tasks.


Minimum Qualifications

Graduation from an accredited United States law school as defined in the Rules of the New York Court of Appeals (Sections 520.3 or 520.5) or admission to the New York State Bar.
