Job Description

The New York City Housing Authority is seeking a Deputy Director for the Applications and Tenancy Administration Department (ATAD). Reporting to the Director of ATAD, the Deputy Director is responsible for management of system initiatives, data analysis and reporting, updating policy and procedure, oversight and management of the wait list and administrative tasks for the department.

Responsibilities include, but are not limited to, the following:

- Oversight and guidance of a project team for business improvement projects focused on delivering efficiencies and improved customer service.
- Work closely with executive and senior management teams to develop strategies for organizational improvement.
- Manage the department’s overall performance; and motivate the team to exceed department goals and objectives.
- Collaborate with cross functional teams, including IT and Legal, to ensure successful assessment, execution, and sustainability.
- Interface with various stakeholders on all levels, including management, staff, tenants and partner agencies.
- Participate and guide in valuation and redesign of ATAD policy, procedures and processes, including wait list, eligibility and transfer issues ensuring compliance with local, state and federal
regulations related to public housing admissions and wait list management.
- Ensure the department adapts to new processes by developing, reviewing, approving and communicating training materials and programs and communication for relevant internal and
external stakeholders.
- Oversight of department reporting, including creation and management of routine reports and responding to ad hoc data requests
- Oversight of the Administrative Support Division (ASD). ASD manages personnel and budget issues, supplies, reporting, forms, procedures and training documents and represents ATAD
at public events, Impartial Hearings, Family Re-entry and Criminal Justice Committees. The division also manages customer correspondence and inquiries for ATAD and DHS
Program Liaison duties.
- Monitor the department’s budget and assist with the development of spending plans
- Handle personnel related tasks such as approving leave of absence requests, monitoring overtime, and hiring activities (e.g., interviewing and selecting candidates)
- Oversight of administrative and personnel actions related to the department, including managing assignments, monitoring productivity, staff training, departmental budgeting, etc.
- Oversight of DHS program referrals including monitoring, troubleshooting and reporting on intake, eligibility and rentals.
- Oversight and management of the Intake/Planning Division. The Intake Unit reviews and processes emergency applications and upgrade requests for Victims of Domestic Violence
(VAWA), Intimidated Witnesses and Agency referred applications. The Planning Unit reviews, evaluates, and reports on vacancies at NYCHA developments. This unit schedules eligibility
interviews based on development waiting list needs. They also conduct outreaches for developments with immediate needs.
- Monitor and report on NYCHA vacancies and vacancy issues including participation in reoccurring management meetings. This includes evaluating the wait list with respect to vacancies
and making recommendations and decisions related to wait list management.
- Perform other duties as assigned.

Additional Information
1. Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Administrative Staff Analyst to apply.
2. Candidates with permanent civil service status in the titles of Administrative Housing Manager or Administrative Community Relations Specialist will also be considered.

ADMINISTRATIVE STAFF ANALYST - 1002E


Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Skilled Desired - Proven background in data analysis and forecasting - Extensive knowledge of NYCHA and HUD regulations, admission policies and procedures for Public Housing. - Broad knowledge of Public Housing processing for various applicant programs. - Background and working knowledge of forecasting City-wide coverage of rentable vacancies. - Background and knowledge of relocation, off the rent roll, and tenancy actions and policies. - Working knowledge of NYCHA’s Departmental budgeting.
