Job Description

Under the direction of the Senior Manager for Data Governance for the Leased Housing Department, with latitude for independent initiative and judgement, the Special Projects Manager will be responsible for working on projects to evaluate methods, procedures, and data obtained from various sources to improve customer service and department operations, and implement improvements based on those findings. The Special Projects Manager will also assist with data analysis, project manage tasks, and other tasks as needed. Responsibilities include, but are not limited, to the following:
- Assist with the development, implementation, and monitoring of projects including but not limited to IT implementations, trend analysis of performance metrics, and identification of areas for business improvement.
- Manage a portfolio of projects.
- Coordinate project implementation with key stakeholders, community members, and staff.
- Prepare reports, analysis, and other planning materials, as needed.
- Participate in the evaluation of methods, procedures, and data obtained from various sources to ensure completeness, accuracy, and integrity of data.
- Participate in user acceptance testing to ensure constancy with requirements.
- Perform other duties as assigned.

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.
- Experience with the Housing Choice Voucher Program or other federally subsidized housing program. - Experience with developing and implementing projects, particularly IT implementations. - Excellent verbal and written communication skills. - Excellent conceptual, organizational, and analytical skills. - Ability to manage complex workload and prioritizes when tasked with multiple assignments under stringent deadlines. - Strong interpersonal skills and ability to interface with all levels of staff and external contacts.
