Job Description

This vacancy has now expired.

The Unit is responsible for scheduling and conducting interviews for all incoming portability clients moving to NYC; requesting criminal background checks for all household members 16 years old and older; accessing the website to confirm registered sex offenders for portability cases; inviting eligible portability applicants/tenants to Section 8 briefings at the various offices; creating and monitors monthly PHA billing agreements; and liaising with PHAs for all portability related issues.

Under the direction of the Leased Housing Portability manager, the Portability Assistant Housing Manager will perform work in a timely and responsible manner, with oversight of Leased Housing Department policies and procedures. The Assistant Housing Manager will be directly responsible for all aspects of the Portability Unit’s goals and objectives.

Specific duties and responsibilities include, but are not limited to the following:

1. With the Portability Manager oversees the day-to-day operations and supervises staff of 9 employees
2. Reconcile payments with Public Housing Authorities (PHAs); review and approve payment adjustments.
3. Review tenant reasonable accommodation requests for portability.
4. Disposition back-office service requests
5. Process correspondence and disposition back-office Service Requests.
6. Review and approves port voucher extension requests.
7. Reconcile PIC transactions and discrepancies with PHAs.
8. Monitor port in email box; log incoming billings.
9. Upload port documents received to Service Requests.
10. Review logs of incoming and outgoing portability log of all port-out billings, assign cases to staff and make sure assigned staff have completed their processing.
11. Gather and evaluate information in Siebel to assist with resolving inquiries received via telephone, email, mail, information/correspondence requests. Make sure all incoming mail and emails have been reviewed, processed, or distributed to staff.
12. Other portability related assignments.

Minimum Qualifications

1. A four-year high school diploma or its educational equivalent and four years of satisfactory, full-time experience in the following: management of residential, commercial, industrial, or waterfront properties, including both renting and operating; or site management or tenant relocation activities in connection with housing or with reconstruction/rehabilitation projects. Such experience must include at least one year of experience supervising other real estate management agents; or

2. A baccalaureate degree from an accredited college and two years of experience described in "1" above, including the one year of experience supervising other real estate management agents; or

3. A satisfactory combination of education and/or experience equivalent to "1" or "2" above. However, all candidates must have the one year of experience supervising other real estate management agents. Education may be substituted for experience on the basis of 60 semester college credits for one year of acceptable experience.

To be acceptable, experience in property management must have included both renting and operating the managed properties. Experience in renting must have included interviewing prospective tenants, qualifying tenants' income and background, and/or
assuring that vacancies are ready for occupancy. Experience in operating must have included overseeing maintenance and repair of building operating systems, and overseeing staff to assure that necessary work is properly completed.

To be acceptable, experience in site management must have included on-site rental and maintenance of buildings. To be acceptable, experience in relocation must have included negotiation with tenants to surrender leases for cash consideration or for an alternative
site, and determining tenant eligibility for benefits.
