THE AGENCY

THE DIVISION
The Population Division is responsible for the compilation, analysis and dissemination of census and related federal, state and local data for city agencies, local communities and the media. It is the city’s hub of expertise in census data analyses and dissemination. Within the Department, the Population Division provides data for a variety of local and citywide planning studies, environmental review analyses and capital planning strategies. The division also provides other city agencies and outside organizations with data to address questions involving needs assessment, program planning and targeting, and policy formulation. This includes the development of current population estimates and short- and long-term
population projections.

THE POSITION
- Analyze demographic and socioeconomic data for a variety of projects related to needs assessments, policy development, and program planning/implementation
- Execute innovative strategies in the preparation of population estimates using traditional and non-traditional data sources
- Develop population projections, constructed using the latest demographic methods, for New York City and component geographies
- Prepare reports and other written analyses, for both publication and internal use, on a host of demographic and socioeconomic topics to inform decision-makers and the broader public about the city’s evolving population characteristics
- Present demographic changes in the city to a variety of audiences, including city planners, members of other city agencies, and the public
- Assist in performing quality assurance of data files, and documenting work procedures and methodologies
- Conduct research into difficult-to-enumerate housing units, to assist with 2030 Census preparations


Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

- Thorough understanding of demographic analysis and quantitative research methods, including population estimation and projection methods - Strong research, writing, presentation, and analytical skills reflected in publications and experience at professional conferences - Proficiency in statistical methods (including regression) and data analysis using R or other languages - Thorough understanding, and experience analyzing, decennial census and American Community Survey datasets - Ability to work cooperatively within a team and to work independently

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
