The Fire Department, City of New York (FDNY), seeks a full-time Associate Commissioner. Reporting directly to the Office of the Fire Commissioner, the Associate Commissioner will serve as the Department’s principal advisor on organizational performance, strategic analytics, process improvement, and enterprise transformation. The selected candidate will lead a multidisciplinary team responsible for evaluating organizational effectiveness, analyzing operational and administrative performance, identifying opportunities for improvement, and supporting executive decision-making through data-driven insights. This position will partner with Bureau Chiefs, Deputy Commissioners, uniformed leadership, and civilian executives to improve operational performance, modernize business processes, and foster a culture of continuous improvement throughout the Department. Serve as the Departments executive advisor on organizational performance, enterprise analytics, and continuous improvement initiatives. Develop and implement a department-wide performance management framework aligned with the Commissioners strategic priorities. Partner with internal stakeholders and lead enterprise-wide improvement initiatives utilizing Lean, Six Sigma, Business Process Improvement (BPI), and other continuous improvement methodologies. Identify operational inefficiencies, organizational risks, and opportunities to improve service delivery through quantitative and qualitative analysis. Develop executive dashboards, performance scorecards, key performance indicators (KPIs), and strategic reports for executive leadership.

Minimum Qualifications
1. A bachelor's degree from an accredited college and 4 years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing activities related to the duties of the position; or
2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the 18 months of administrative, managerial, executive, consultative or supervisory experience described in "1" above.
Preferred Skills
o Demonstrated executive leadership experience leading enterprise-wide performance management or organizational improvement initiatives. o Extensive knowledge of organizational performance management, operational excellence, strategic planning, and continuous improvement methodologies. o Experience implementing Lean, Lean Six Sigma, Business Process Management (BPM), Operational Excellence, or similar frameworks. o Strong analytical skills with experience utilizing business intelligence, data visualization, and performance measurement tools. o Experience leading complex organizational transformation initiatives in large public-sector, public safety, healthcare, military, or similarly complex organizations. Certifications: Certification in Lean Six Sigma, Project Management, Business Process Management, Change Management, or other recognized continuous improvement methodologies is preferred.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
