To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to more than $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team:
The Office of Development (OOD) leads the agency’s effort to create and preserve affordable housing as a critical part of Housing Our Neighbors: A Blueprint for Housing and Homelessness in collaboration with other HPD offices as well as other city, state and federal agencies. The OOD is comprised of eight divisions that administer a range of programs. These divisions include New Construction Finance, Special Needs Housing, Building and Land Development Services (BLDS), Homeownership Opportunities and Preservation, Preservation Finance, Portfolio Management & Conversions, Compliance and Enforcement, and Housing Incentives.
The Associate Commissioner for Preservation and Portfolio Management will oversee the Division of Preservation Finance and the Division of Portfolio Management & Conversions. The Division of Preservation Finance administers multiple financing programs including the Multifamily Housing Rehabilitation Loan Program (HRP), Green Housing Preservation Program (GHPP), Participation Loan Program (PLP), Housing Preservation Opportunities Program (HPO), Neighborhood Pillars Program, the Third Party Transfer Program (TPT), Multi-Family Preservation Loan Program (MPLP), Community Partnerships for Affordable Renovation Program, the Lead Hazard Reduction and Healthy Homes Program, HUD Multifamily Program (HUD MF), and LIHTC Preservation (“Year 15”) Program. The Division also oversees programs to provide technical assistance to multifamily owners. These programs facilitate the financial and physical viability, as well as affordability of privately-owned multi-family and single-family buildings throughout New York City.
The Division of Portfolio Management & Conversions (PMC) comprises of four teams, including Conversions, Requisitions, and Construction Monitoring. PMC is responsible for overseeing a large pipeline of HPD projects financed across the Divisions of New Construction, Special Needs Housing, Homeownership Opportunities and Preservation, and Preservation Finance. The division is responsible for proactively managing projects from closing through construction to permanent loan conversion and transition to other teams within HPD.
Your Impact:
As the Associate Commissioner of Preservation and Portfolio Management, you will play a key role in delivering on the City’s housing goals. The Associate Commissioner will oversee two Divisions comprising of ~120 people that are dedicated to preserving and producing affordable housing across the five boroughs. Using a host of financial and operational tools, the Associate Commissioner will optimize the department’s ability to deliver high-quality affordable housing to those in New York that need it most.
Your Role:
Under the supervisions of the Deputy Commissioner, the Associate Commissioner for Preservation and Portfolio Management will oversee HPD’s financing of the preservation of multifamily, single-family, and mixed-use affordable housing on both public and private sites. Additionally, the Associate Commissioner would oversee a pipeline of projects from financial closing through completion to ensure successful completion and conversion. This will be done by overseeing two divisions: Preservation Finance (PF) and Portfolio Management & Conversions (PMC).
The Associate Commissioner will work directly with the Assistant Commissioners of Preservation Finance and Portfolio Management & Conversions, in close coordination with other divisions within the Office of Development and across HPD, and in partnership with the New York City Housing Development Corporation (HDC) and other City, state, and federal agencies. The Associate Commissioner will have the primary responsibility for directly managing and overseeing staff that directly engage with and negotiate with property owners, developers, lenders, and other development partners from the private and non-profit sectors. They will contribute to and at times lead development of agency strategy and public policy on a broad range of related topics, including developing new tools and resources to achieve housing preservation and stabilization goals, broadening and deepening affordability, providing permanent housing for homeless households, and expanding opportunities for affordable homeownership.
Your Responsibilities:
As the Associate Commissioner you will perform duties including, but not limited to the following:
- Overseeing the development and implementation of preservation programs to meet the goals of Housing New York and other initiatives.
- Establishing practices to proactively manage projects upon closing through successful transition to Asset Management and other teams.
- Strengthening the preservation and conversions project pipeline of buildings and portfolios, including through creating new programs and tools to expand the Agency’s reach.
- Leading and provide guidance to staff implementing the PF and PMC financing programs and operations.
- Overseeing coordination withing HPD as well as numerous outside agency, lending and program partners.
- Establishing and successfully achieving housing production, completion, and conversion targets and associated budgets to meet the agency goals of the Housing Our Neighbors Blueprint.
- Managing inquiries, both internal and external, about HPD’s preservation and conversions activities.
- Ensuring the City is efficiently and effectively using City resources to achieve housing goals.
- Fostering innovation and solutions-driven programs, processes, and resources to advance the goals of Housing New York and other policy priorities.
- Contributing to the development, implementation, and tracking of strategic plans and housing policy for the Office of Development and the Agency.
- Streamlining and improving processes for HPD financed projects throughout the construction, completion, and conversion cycle.
- Other responsibilities and initiatives as may be required to ensure the success of PF and PMC, the Office of Development, and the Agency.
Preferred skills:
- Extensive knowledge of financial tools and theory as well as facility in the use and analysis of financial models
- Extensive knowledge of affordable housing policy and programs at city, state and federal levels
- Extensive experience managing real estate transactions, particularly affordable housing transactions
- Excellent ability to build and maintain relationships with within and outside the agency, including working with developers/owners/borrowers, financial institutions, governmental agencies.
- Demonstrated ability to manage large volume of work and meet deadlines in fast-paced environment.

Qualification Requirements
1. Graduation form an accredited college with a baccalaureate degree and four (4) years of progressively responsible supervisory, administrative, or consultative experience in city planning, urban renewal, real estate or mortgage financing, including one (1) year of executive- level experience directing broad and technically complex housing rehabilitation loan programs using government or private sector funding.
Graduate work in an appropriate field may be substituted for up to (2) years of the general experience required; or
2. Education and/or experience equivalent to “1” above.
