The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.

The New York City Department of Correction seeks an experienced candidate to serve as the Associate Commissioner, Facility, Management and Project Planning as well as the Facility Management and Repair Unit projects lead. Reporting to the Deputy Commissioner with wide latitude to exercise independent judgment, the candidate will direct, on an executive level, the daily operations of all facility maintenance and project planning including but not limited to the following:

- Leadership of Facility, Management and Repair Unit construction projects.
- Contracting and budget management, including integrated capital planning and resource development.
- Track funding throughout project for possible new needs requests until completion of project.
- Oversight of agency-wide energy project implementation.
- Visit facilities and inspect all structures including all architectural, electrical, and plumbing components/ systems/ equipment of city-owned, city-leased, and contracted program facilities to ensure compliance with laws, codes, and approved plans & specifications.
- Oversight of agency participation in energy/utility programs.
- Lead staff & workforce development.
- Managing project responsibilities, review work products, and ensure efficient progress on implementation.
- Oversee the Department’s lease portfolio and various space management initiatives
- Ensure services are rendered timely and professionally.

The selected candidate will perform demanding work in the development and implementation of all construction and maintenance projects for DOC jail and non-jail facilities. The candidate will develop an overall organizational strategy, oversee its implementation, and assess its outcomes. The selected candidate will leverage analytics by conducting current and ongoing strategic assessments of programs and initiatives. Work as a liaison with consultants, contractors, union representatives and vendors regarding major capital construction and facility renovation projects. As well as enforcement of court mandated maintenance and operations. The candidate will oversee the planning, development, implementation, execution, and evaluation of Department procedures related to maintenance, renovation, repair, and construction for all Department of Correction facilities. Furthermore, the candidate will oversee, manage, and direct staff; develop, oversee, and administer budgets, procurements, new staffing needs, assist with policy formulation, redesigning, upgrading, monitoring, and modifying techniques; provide input in decisions pertaining to these Divisions in the department. Performs supervisory work over a group of employees, while directly overseeing various projects which are priority for an agency.

Minimum Qualifications

1. A baccalaureate degree from an accredited college in engineering, architecture, construction management, public administration, or a related field and at least 10 years of full-time, progressively responsible experience in facilities management, building maintenance, construction, or fleet operations, including 5 years in a senior leadership or executive capacity; OR
2. A master’s degree in a related field may substitute for up to two years of the required experience; OR
3. At least 15 years of relevant experience in facilities operations and construction management, including at least 7 years in an executive leadership role within a large public agency, correctional institution, or comparable setting.


Preferred Skills

The ideal candidate will combine analytical rigor and technical expertise with entrepreneurial thinking and strong management skills to achieve robust results for the city and its residents. The preferred candidate will bring the following skills and experience to this position: 1. Licensed Professional Engineer (PE) or Registered Architect (RA) in New York State. 2. Extensive experience managing large-scale, multi-site construction and maintenance projects, particularly within government agencies or correctional facilities. 3. Proven expertise in design-build project delivery methods, especially in municipal infrastructure or criminal justice projects. 4. Strong knowledge of New York City construction codes, environmental regulations, and public procurement processes. 5. Experience coordinating with government agencies, contractors, architects, and engineers on major capital projects. 6. Familiarity with correctional facility operations, security requirements, and justice reform initiatives. 7. Proficiency in asset management software, project scheduling tools (e.g., Primavera P6, MS Project), and fleet management systems. 8. Exceptional leadership, negotiation, and stakeholder engagement skills. 9. Ability to navigate complex bureaucratic and political environments while driving operational efficiency and strategic planning. 10. Strong conflict resolution and mitigation experience 11. Strong knowledge of civil service law 12. Exceptional verbal, written, and oral interpersonal communication skills. 13. Exceptional organizational and leadership abilities.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
